3 02.12.2010 By this writ application, Gayatri Primary Teachers’ Training

College, Abdulpur, professing to be a Registered Society of Minorities,

wants a writ to be issued to the State Government granting recognition to

it. It appears the matter started in 1990 and appears to have virtually died

with a whimper in 1991. It is sought to be resurrected in the year, 2006.

The College proposes to start two years’ Diploma Course of teaching post

school education.

In my view, it is high time for the State to finalise the matter

one way or the other so that the petitioners know where petitioners stand.

If recognition has to be given, the State has to consider and to give the

recognition but if recognition cannot be given, the State must inform the

petitioners, the reasons thereof.

I, therefore, direct the petitioners to make a representation

before the Director, Training and Research, Department of Human

Resources Development, Bihar, Patna in the matter who would examine

the matter afresh in detail, and after conducting such enquiry and hearing

the petitioners, pass appropriate orders in accordance with law at the

earliest not later than six months from the date of production of a copy of

this order alongwith representation before the Director. The order would

have to be a speaking order duly communicated to the petitioners. The

Director shall be personally responsible for timely compliance of orders

of this Court.

The writ petition is, accordingly, disposed of.
