BACKGROUND
:
Shri Jagdish Sekri (age 85 years) of Delhi filled the RTI application on
06.07.2007 with the CPIO, Northern Railway, Baroda House, New Delhi seeking
information on the action taken on his application dated 28.12.2005 for provision of
free medical treatment I. D. Card under Railways Liberalized Health Scheme
(RLHS). The Appellant who is a Senior Citizen has complained about the
un-sympathised and unresponsive attitude of the Railways Authorities towards an
old man who had to visit GMs Office, a number of times without any result he
requested that a person should be deputed to his residence to provide necessary
information and collect and deposit the money needed for the issuance of Medical I.
D. Card.
2. The CPIO forwarded this application to Dy. CAO, Baroda house on
10.07.2007 directing him to give the information within 30 days. Dy. CAO
headquarters replied on 30.07.2007 stating that the Appellant has not deposited
“double amount” of revised pension with Chief Cashier/Northern Railway, for
issuance of “retired Medical Card.” Not satisfied with response of the CPIO, the
Appellant filed first appeal on 18.12.2007. The first appeal was disposed of on
16.01.2007. Not satisfied with the response of the FAA, the Appellant approached
the Commission in a second appeal.
3. In his prayer and relief sought, the Appellant has requested Commission to
direct the Railways to advise him about the exact amount of money to be deposited
for obtaining Medical I.D. Card and deputing a Welfare inspector to the ailing senior
citizen for doing the needful.
4. The Bench of Mrs. Omita Paul, Information Commissioner, heard the matter on
15.06.2009.
5. Shri Ravindra Kumar, DGM/Law, Shri Vinod K. Saini, APO/HQ-I and
Shri Pradeep Kumar represented the Respondents.
6. The Appellant Shri Jagdish Sekri accompanied by Shri C.P. Sharma and
Shri Gamluddin was present.
Decision:
7. The Commission heard both the sides. The Respondent explained that the
Appellant was not receiving any pension and efforts were being made to ascertain the
reasons for the same. The Appellant was unable to explain the reasons as to why he
was not getting any pension. However, he produced a copy of the free Railway Pass,
which is being issued to him every year as a proof that he was an ex-Railway
Employee. The Commission directed the Respondent to depute a welfare inspector to
the Appellant’s residence to obtain all necessary information and determine whether he
is eligible for issuance of the Medical I.D. Card under the Railways Liberalized Health
Scheme. The status report should be placed before the Commission within six working
days to enable the Commission to take a view on further course of action.
The decision announced on conclusion of the hearing. Notice of decision be
given free of cost to the parties.
