This is an application filed by the petitioner for permission to withdraw the
writ petition as withdrawn with liberty to file fresh writ petition.
Learned counsel for the petitioner submits that in the meantime, the petitioner
has expired and no liberty to file a fresh writ petition is required.

The withdrawal application is allowed and the writ petition is dismissed as
withdrawn.
