Background
1. The Applicant filed an RTI application dt.26.12.07 with the CPIO, DRM,
Bhavnagar. He requested for information against 18 main points and several
sub points with regard to his pay & transfer. The CPIO replied on 1.1.08
furnishing point wise information. Not satisfied with the reply, the Applicant
filed an appeal dt.30.1.08 with the Appellate Authority. The Appellate
Authority replied on 27.2.08 upholding the decision of the CPIO. Aggrieved
with the reply, the Applicant filed a second appeal dt.30.4.08 before the CIC
requesting for complete information against all the ponts.
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the
hearing for May 11, 2009.
3. Mr. J.M. Padaya, APO & CPIO and Mr. R.M. Bhatt, OSII represented the Public
Authority.
4. The Appellant was present during the hearing.
Decision
5. The Commission noted that the Appellant has sought information through
several RTI requests, each time against a large number of points, at times
even 30 or more. In this case too, information sought in the RTI request is
voluminous and compiling the same will cause disproportionate diversion of
resources of the Public Authority. The Commission, therefore, advises the
Appellant to prioritize his issues and to reduce his list to 5 or 6 and provide
the same to the CPIO within 5 days of the date of hearing and the CPIO to
provide the information by 10th June, 2009.
6. The appeal is disposed off.
