Mr. Speaker, Sir, our Prime Minister, respected Shri Atal Bihari Vajpayee time and again made one thing clear both inside and outside the House that there would be good governance of the Government and also full transparency free from all kinds of corruption. The NDA airline began its journey with this note. Whatever we may tell the House about various scams and other things, they may take them in their own spirit. But today’s revelation has come through The Indian Express.

Sir, the news has been disclosed as part-A. Part-B is coming this evening and Part-C will be coming tomorrow. Each one is ready.

There was a discretionary quota for petrol pump allocation in the Tenth Lok Sabha. While we were on that side, Members from the Opposition raised this question that such discretionary quota should be totally abolished. The issue of discretionary quota, which was used by several Ministers including from our Government, went even before the Supreme Court. The Supreme Court, though appreciated the method of distribution, made it clear that though it was distributed to a number of bona fide people, such discretionary powers should not be used. This Government came and said that they abolished the system and that now this should be processed through the Oil Selection Board.. The Chairman of the Oil Selection Board was a handpicked retired judge. It is not by any interview or anything. He was handpicked person of the Government. The members of the Board used to confabulate.

The first part reveals that there is no one from Kargil martyr’s family. There is no one from freedom fighter’s family. There is no one who is a handicapped social worker. There is no one who is a destitute woman, but there is a list of Party functionaries and close associates of the Ruling Party.… (Interruptions) Mr. Speaker, Sir, I am not making any personal allegation against any individual of the Government. I am not doing so. I am coming to the question of accountability.

SHRI S. JAIPAL REDDY (MIRYALGUDA): Shri Arun Shourie, it is an invisible Government.

SHRI PRIYA RANJAN DASMUNSI : Though the Minister of Petroleum, Shri Ram Naik, assured many times in the House that no personal preference, no kind of distribution is issued on personal preference and that all are objectively done, it has been revealed today. I do not want to take the time of the House to read out the first part of so many names of kith and kin.

One was allotted to Shri Chandrakant Diwate, his father is an MLA of BJP from Lakhandur. Then it is allotted to Vishnu Sawara, Abhijit Phadnavis, Sarala Kambale, Vijaya Dhote, Pratap Adsad, Anjali Karad, Sunil Gudhe… (Interruptions)

The hon. Minister of State is present here. It has been agreed that if the hon Minister Shri Ram Naik is not here, the Minister of State would respond. If we go back on whatever we have agreed, it would really not be desirable. He is reading the names, which he has got. The hon. Minister can stand up and refute that these names are not the correct names. He has every right to do it.
