Background:
Shri J.P. Singh of Varanasi filed an RTI-application with the Public
Information Officer, Directorate of Education, Andaman & Nicobar Islands, Port
Blair, on 20 April 2007, seeking information/documents relating to the fixation
of pay of Shri S.C. Patra, Shri Akhtarun Nisha and Shri Kamal Das from
01.01.1996 to 01.01.2007.
2. Not satisfied with the reply of the PIO, the Applicant approached the
Central Information Commission with a Complaint on 8 November 2007.
3. The Bench of Dr. O.P. Kejariwal, Information Commissioner, heard the
matter on 26 September 2008 at the Conference Hall of the Andaman Nicobar
Secretariat, Port Blair.
4. Shri Basu Kumar, Director & PIO, Shri S. Dasgupta, Accounts Officer and
Shri M. Raju, HM, represented the Respondents.
5. The Appellant, Shri J.P. Singh, was neither present nor send any
representative for the hearing.
Decision:
6. In the absence of the Appellant, the Commission heard the Respondents
who desired information regarding two of his other colleagues in a matter of re-
fixation of pay. In response, the Respondents informed him that the service
books of the two persons had been forwarded to the PAO, Rangat and PAO, Port
Blair, for settlement of their pensions and that as soon as the service books
would be returned from them, the required information would be provided. By
the time the service books arrived, the Appellant had left the Island without
leaving behind his forwarding address. However, the Appellant filed his second
appeal of which a copy was sent to the Respondents which contained his present
address. They sent to him the copies of the relevant material by post.
7. As the Commission has heard nothing from the Appellant thereafter, it is
presumed that he is satisfied with the information received and the case
therefore may be treated as closed.
