         The Complainant was present in person.

         On behalf of the Respondent, Shri Devender Singh, ACPIO was present.

2. In our order dated 26 November 2009, we had directed the CPIO to 

provide  to   the   Complainant  the   desired  information  and  also   to   explain  the 

reasons   for   the   delay.   The   CPIO   concerned   has   since   explained   the 

circumstances of the case in a written explanation. Nevertheless, we had fixed 

a   videoconferencing   today   to   hear   the   explanation   of   the   CPIO.   The 

Complainant was present in the Amritsar studio of the NIC. The Respondent 

was present in the Kapurthala studio. We heard their submissions. It is a fact 

that the original RTI application was without the prescribed application fee. The 

CPIO had asked the Complainant to deposit the fee and had responded to him 

after receiving the application fee. Although he denied the information on the 

ground that the matter was sub judice, he cannot be faulted for delay.

3. After carefully considering the requests of the Complainant, we find that 

the CPIO must provide the desired information against his first three queries. 

The last query being about the loan account details of third­party customers of 

the  bank,  the   CPIO  need  not  provide  such  details,  this  being  exempt  from 

disclosure under  Section  8(1)  (d)  of  the  Right to  Information  (RTI) Act.  We 

direct the CPIO to provide the desired information as above within 10 working 

days from receipt of this order.

4. The case is, thus, disposed off.

5. Copies of this order be given free of cost to the parties.
