Issue notice to the respondents no. 2 to 4 returnable at an early date.

Respondents are directed to file counter affidavit within four weeks.
Petitioners shall have three weeks thereafter to file rejoinder affidavit.

List immediately thereafter.

Until further orders of this Court, the effect and operation of order dated
21.12.2009 passed by Deputy Director of Consolidation, Moradabad in
Revision no. 245 under Section 48 of U.P.C.H. Act (Hamid Hussain and
others Vs. Gaon Sabha) shall remain stayed.
