प्रो. विजय कुमार मल्होत्रा (दक्षिण दिल्ली) :उपाध्यक्ष जी, मैं यह बात कह रहा था कि जार्ज बुश ने भारत आने के पहले यह वक्तव्य दिया कि जम्मू-कश्मीर के मामले में भारत, पाकिस्तान और जम्मू-कश्मीर की जनता को मिलकर बातचीत करके कोई चीज तय करनी चाहिए। यह पाकिस्तान की भाषा है और वही ऐसी बात उनके माध्यम से कह रहा है। कश्मीर भारत का हिस्सा है, इसमें कोई संदेह नहीं है। वहां पर लगातार चुनाव हो रहे हैं। हमारी सरकार को बुश के भारत आने के बाद उनसे स्पष्ट कहना चाहिए कि जम्मू-कश्मीर के मामले में अमेरिका हस्तक्षेप न करे। यह हमारा मामला है, जो भारत-पाकिस्तान के बीच तय होगा। जम्मू-कश्मीर की जनता ने चुनावों के बाद इस बात को स्पष्ट कर दिया है।
मुझे दूसरी बात यह कहनी है कि जम्मू-कश्मीर को भारत का अंग बनाए रखने के लिए वहां ७०,०००-८०,००० लोग आतंकवाद का शिकार हुए हैं। वहां चार-चार युद्ध हुए हैं, जिनमें हजारों लोग मारे गए हैं। आज ऐसी बात कहना कि कश्मीर को इंडिपेंडेंट बना दिया जाए, कश्मीर में सेल्फ रूल कर दिया जाए और १९५३ के पहले वाली स्थिति में लाया जाए और उसमें से कुछ बातें यहां रह जाएं। मैं कहना चाहता हूं कि कश्मीर की वही स्थिति होनी चाहिए, जो आज पंजाब, हरियाणा, बिहार और उत्तर प्रदेश की है। कश्मीर में चूंकि मुस्लिम मेजोरिटी है इसलिए इसे अलग स्टेटस देने के प्रिंसिपल को मानना घातक होगा, क्योंकि यह चीज देश को बर्बाद करने वाली है। अगर यह थ्योरी मान ली तो फिर इसका मतलब है कि हम टू नेशन थ्योरी को मान लेते हैं। हिन्दुस्तान में अगर कोई जिला मुस्लिम बहुल हो जाएगा तो क्या उसके लिए स्पेशल स्टेटस बनाया जाएगा[R16] ? इसलिए सैल्फ रूल की बात करना ठीक नहीं है। …( व्यवधान)
