       This is in continuation of this Commission's proceedings dated 20.1.2010.
As scheduled, the matter is called for hearing today dated 22.2.2010. Appellant
present. DDA is represented by Shri Bhim Singh, Asstt. Director. It is the
principal submission of the appellant that the Gurudwara situate on Plot No 05,
Nizammudin East, New Delhi, has not been regularized by DDA despite the
orders of the Lt Governor of Delhi. He, therefore, wishes to know the reasons for
non-implementation of the Lt Governor's order.

2.      On the other hand, Shri Bhim Singh would submit that an alternative plot
i.e. No 8 was allotted to the appellant party and that the LG's order could not be
implemented consequent upon the adverse order of Hon'ble Delhi High Court.

3.      It is not for the Commission to go into the merits of the case. If the order
of the Lt Governor has not been implemented, it is for the appellant to agitate the
matter before the Lt Governor. However, the Commission has obligation to
provide full access to the documents being maintained by DDA in this respect.
The appellant submits that he has already carried out inspection of the relevant
documents. He will be at liberty to take fresh inspection of documents, if he is so
inclined. Besides, Shri Bhim Singh, Asstt Director, DDA, is hereby directed to
provide copies of file notings containing the order of LG for regularization of
Gurudwara at plot No 5 and also other collateral documents in this respect.

4.     The order of the Commission may be complied with in 04 weeks time.
