Background
Sh. Amit Kumar, the appellant, had filed an application dated 25.01.2009, under
RTI Act, 2005, regarding Annual Assessment Report of Sh. H. K. Aggarwal, Technical
Officer Grade T-5, employee of Indian Grassland and Fodder Research Institute, Jhansi.
The CPIO through his letter dated 28.01.2009 requested him to authenticate his signature,
which the appellant did not do. He however, filed a first appeal before the FAA, who,
through his letter dated 8.04.2009, as decided that the queries in the application did not
qualify to be information under Section 2(f) of the RTI Act, 2005.
2. The matter was heard on 24.11.2009
3. The appellant was not present.
4. Dr. K. A. Singh, Director/FAA, Sh. Vishwa Ranjan, Sr. A.O. & CPIO and
Sh. A.K. Saxena, Technical Officer & Assisting AA represented the
respondent.
Decision
After hearing the respondent and on perusal of the relevant documents the
Commission finds no reason to interfere with the decision of the CPIO that the query
raised by the Appellant in his RTI application do not qualify to be information under
Section 2(f) of the RTI Act, 2005.
The matter is disposed of accordingly.
