Title : Observation regarding the Business transacted by the House during the week ended on 2nd December, 2005.

 

MR. SPEAKER: Shri Malhotraji, can I make a statement from the Chair? Statement is not on this matter.  This is my usual weekly statement. 

Hon. Members, I do not wish to take away any hon. Member’s right.  You have your rights.  I acknowledge those rights.  The only thing is that you should speak in a regulated manner. You have every right to speak.  Sometimes, the Speaker has a little right to speak too!  This is a good report.

MR. SPEAKER: Hon. Members, for your information, I want to briefly recapitulate the main items of business transacted by the House during the last week.

            Out of 100  Starred Questions admitted, only 22 could be answered orally.  Replies to the remaining Starred Questions along with the replies to 1025 unstarred Questions were laid on the Table. 

The House  discussed one  Adjournment Motion moved by Shri L.K. Advani, hon. Leader of the Opposition on 28.11.2005 regarding “the Central Government’s failure to take proper action against the Indian entities and individuals allegedly involved as non-contractual beneficiaries  of  the United  Nations  ‘Oil – for – Food Programme in Iraq, as reported in the Report of the United Nations’ Independent Inquiry Committee (Volcker Committee) and its efforts to cover up these serious crimes”.  The motion was discussed for five hours and 50 minutes and negatived.    

The House also took up two Calling Attention matters : (i) “situation arising out of reported shortage of LPG  in the country” raised by Shri Mahadeorao Shiwankar;  and (ii) “situation arising out of spread of Encephalitis in the country” raised by Shri Yogi Aditya Nath.

During the period, as many as 76  matters of urgent public importance were raised.  Also, 69  matters were  raised under Rule 377.

As regards, the Legislative Business, the House discussed the Punjab General Sales Tax (As in force in the Union Territory of Chandigarh) Repeal Bill, 2005  for about 35 minutes before  it was passed.

            The House also discussed the National Tax Tribunal Bill, 2005    for two hours and 56 minutes before the Bill was passed.

            Besides, the House took up combined  discussion on  the Prevention of Insults to National Honour (Amendment) Bill, 2005 and the State Emblem of India (Prohibition of Improper Use) Bill, 2004 for about one  hour and 21 minutes.  The discussion   was not concluded.

The House also took up a Short Duration Discussion under Rule 193 regarding on the Statements laid on the Table of the Lok Sabha by the hon. Minister of State in the Ministry of Home Affairs on 28 November, 2005 regarding (i)  serial bomb blasts in Delhi on 29.10.2005; (ii) terrorist violence in Jammu & Kashmir; (iii) Naxalite attacks that took place in Jehanabad, Bihar on 13.11.2005; and (iv) Naxalite attack that took place at the Home Guard Training Centre, Giridih, Jharkhand on 11.11.2005. The Discussion lasted for three hours and 33 minutes and was not concluded.

            During this period, one  Report of the Departmentally Related Standing Committee, four Action Taken Reports and two Reports on Bills were presented.

 

 

Out of the total   4 hours and  33 minutes lost during the week, four hours. and 22 minutes were lost on 2.12.2005 due to forced adjournments on account of the issue relating to revelations made on the Volcker Committee Report.   However, the House sat late for two hours and 36 minutes to transact the  essential items of business.
