Title: Need to review the General Agreement on Trade and Tariff (GATT) and the disinvestment policy of India.
(कलकत्ता दक्षिण): अध्यक्ष जी, माननीय रामविलास पासवान जी ने जो कहा है, उसका हम समर्थन करते हैं। डिस-इंवैस्टमेंट को लेकर देश में आज एक वातावरण पैदा हुआ है। A number of sectors are profitable while many are losing sectors. The problem is, जब हमारे देश में गैट-समझौता हुआ था तो कोई प्रीकोशनरी मेज़र नहीं लिये गये। गैट समझौते के कारण देश में आठ सौ इंडस्ट्रीज को बंद करना पड़ा। यह देश की मजबूरी है। मैं सरकार से निवेदन करना चाहूंगी कि गैट-समझौते के ६ वर्ष बात इसका हमें रिव्यू करना चाहिए और जिन-जिन चीजों पर किसान, मजदूरों और इंडस्ट्रीज के हितों पर प्रभाव पड़ता है उनका संरक्षण किया जाए। पब्लिक सैक्टर हमारे देश का गौरव है। बैंक, एमएमसी, बालको, नालको, एनटीसी, एनजेएमसी, इसको, हिंदुस्तान फर्टिलाइजर कॉरपोरेशन के बारे में देश में जो वातावरण बन रहा है कि हमारे जो लाभकारी क्षेत्र हैं उनका भी डिस-इंवैस्टमेंट हो रहा है और बेरोजगारी बढ़ रही है और रोजगार के अवसर कम हो रहे हैं। अगर हम गैट-एग्रीमेंट के कारण अपने उद्यमों को बंद कर देंगे तो परिस्थिति खराब हो सकती है। आम जनता को राहत देने के लिए बैंक के पास रुपया नहीं होता है।
I am showing you a book which is full of bank defaulters. They have taken money from the Government. एक लाख, चालीस हजार करोड़ रुपया जो बैंकों से लोन लिया गया है और उसके बाद जो डिस-क्वालफिकेशन है, जो एनपीए है, उसको भी सरकार सीज़ कर सकती है। लेकिन सरकार ने कुछ नहीं किया है और सरकार का करोड़ों रुपया बाहर पड़ा है। अगर सरकार उसकी रिकवरी कर सके तो डिस-इंवैस्टमेंट करने की कोई जरुरत नहीं है।Now, they have become the captains of the Indian industry.
With regard to disinvestment, I would like to make a request to the Government. Instead of closing down all these units, kindly set up a Joint Parliamentary Committee, comprising of Members drawn from various political parties, to go into it. They should go into it in detail.… (Interruptions)

After six years of the GATT Agreement, farmers are losing because of various reasons. They are not getting any advantage out of it. They are either not getting the support price or are not getting fertilizers though the Government is trying its best to help them. In view of this, will the Government review the GATT Agreement? It should also review and reconsider not to disinvest industries but disinvest the black listed captains of the industries.
