Regarding Statements Of Some Political Leaders On The Issue Of … on 27 February, 2001

Title: Regarding statements of some political leaders on the issue of trifurcation of the State of Jammu and Kashmir.

SHRI ABDUL RASHID SHAHEEN (BARAMULLA): Sir, I rise to raise a very important issue which has arisen due to the unfortunate statements of some important political leaders regarding trifurcation of Jammu and Kashmir State.

It has been on a very dark day, some day in 1946 at Amritsar, that a sale deed had given Jammu and Kashmir in the perpetual possession of Maharaja Gulab Singh. Though we had a lot of differences with the feudal rulers, yet we cannot forget the historical fact that for one long century, they nursed three cultural identities of Jammu and Kashmir State like their own daughters and made them into one family, blood and soul, life and soul. The State of Jammu and Kashmir has become one identity for the last 150 years.

But now it is an unfortunate situation in this country that the important leaders and the heads of some important organisations issue statements saying that the trifurcation of the State should be discussed. I want to warn this august House about the implications of these unfortunate statements and also about the repercussions of such feelings and thoughts which are being given. We will be torn into shreds in Jammu and Kashmir. The National Conference will be brought under a heavy stress. We are fighting a proxy war there. So, I want to warn the presidents of the important organisations who are giving the impression that the trifurcation of Jammu and Kashmir can be justified. This is highly an unfortunate situation. I want to place on record of this august House that this unfortunate situation and the prompting of such forces to trifurcate the State on the basis of communal lines will harm us in Jammu and Kashmir. That will be a dangerous trend for the unity of this country. So, we condemn such moves and inform the august House and the Government to take care of such moves that will be very unfortunate for State of Jammu and Kashmir and for the future of this country.

संसदीय कार्य मंत्री तथा सूचना प्रौद्योगिकी मंत्री (श्री प्रमोद महाजन): उपाध्यक्ष जी, माननीय सदस्य ने बहुत ही महत्वपूर्ण मुद्दा उठाया है। हम सब जानते हैं कि जैसे जम्मू-कश्मीर भारत का अभिन्न अंग है वैसे ही जम्मू का इलाका, कश्मीर का इलाका और लद्दाख, जम्मू-कश्मीर राज्य के अभिन्न हिस्से हैं। इसलिए जम्मू-कश्मीर राज्य को तीन टुकड़ों में बांटने का किसी भी प्रकार का कोई प्रस्ताव, दूर-दूर तक, भारत सरकार की सोच में नहीं है। इसलिए इस प्रकार की बात से मैं पूरी तरह से इंकार करता हूं और आपकी भावनाओं से मैं पूरी तरह से सहमत हूं। जाति या पंथ के आर पर जम्मू-कश्मीर राज्य के हिस्से किए जाने का कोई सवाल ही नहीं उठता है। जम्मू-कश्मीर प्रान्त के रूप में अखंड रहेगा और भारत के अभिन्न हिस्से के रूप में भी अखंड रहेगा।
