It has been admitted at Bar that the controversy in question involve
has already been adjudicated finally by this Court in judgement
and order dated 21.4.2008 passed in identical Civil Misc Writ
Petition No. 36816 of 2004, Ram Chandra Verma and another
Versus State of U.P. and others.

Accordingly, the writ petition is disposed of finally in terms of
judgement and order dated 21.4.2008 passed in Writ Petition No.
36816 of 2004.
