Heard today dated 21.10.2010. Appellant not present. BSNL is
represented by Shri MML Bhaskar, DGM(A&P), Aligarh, and Shri R.S. Verma,
AGM(Adm.).
2. Shri Bhaskar submits that the appellant, a retired Senior TOA, was given
the benefit of OTBP & BCR on the basis of the recommendation of the
Departmental Promotion Committee. However, Telecom District Manager,
Aligarh, reversed the decision on realizing that the appellant was not eligible for
it for not having put in requisite length of service. The present appeal has arisen
out of this grievance of the appellant.
3. From the RTI application, it is noticed that the appellant has questioned
the decision of TDM, Aligarh. He wants a copy of the CTC of the Government
of India which empowers TDM to pass such an order.
4. Shri Bhaskar justifies the decision of TDM, Aligarh, on the ground that
the appellant had not put in requisite length of service.
DECISION
5. In the premises, Shri MML Bhaskar, Dy. GM(CPIO), is hereby directed
to file an detailed affidavit clearly stating therein the whole position. A copy of
the affidavit may also be sent to the appellant.
6. The order of the Commission may be complied with in 06 weeks time.
