Learned counsel for the petitioner states that at this stage

he would be satisfied if the respondents are directed to decide the

representations Annexures P-15 to Annexure P-17 in the light of the advice

sought by the department and given by the Chief Secretary vide letter dated

23.4.2009.

I find this to be a fair request.

This writ petition is disposed of with a direction to the

respondents to pass a speaking order on the representations of the petitioner

Annexures P-15 to P-17 in the light of the advice Annexure P-18 within a

period of three months from the date of receipt of a certified copy of this

order.
