Information Sought:
1. Please furnish the copy of the file notings related to action taken after Delhi Govt. Das Grade-
I/Self Helper were made non-functional grade on 01/02/2007 and 19/01/2007 to take back the
orders of the Delhi Govt. and to recover after getting order from M.H.A Indian Govt.
2. In Delhi Govt. R.R.J Das Grade-I/Self helper were changed to non-functional grade. Please
furnish the copy of the file notings of the actions taken to stop the change.
3. In Delhi Govt. R.R.J Das Grade-I/Self helper were changed to non-functional grade and what
were the orders given for the recovery. Please furnish the copy of the same orders.
4. Please furnish the copy of orders, investigation, and the reports of the Committee Set-up by
Delhi Govt. R.R.J Das Grade-I/Self helper to change to non-functional grade.
5. When was this aforementioned committee constituted and who all are its members and till
when the committee’s report can come.
6. Please furnish the copy of the clarification sought by the Central Establishment Department,
Delhi Nagar Nigam from Delhi Govt.and also the clarification given by the Delhi Govt.
Reply of the PIO:
1.In this case, the Govt. vide its order No. 161 dated 12.05.2010 constituted a committee. The page
No. 1 of the order No. 161 is self explanatory.
One of the meetings of the committee took place in the office of Special Secretary on 22/06/2010 at
12.45. The minutes of this meeting is of 3 pages. The matter is still pending before the committee.
2.The copy of Letter No. AO-II/CED/2010/5877 dated 17.09.2010(1st Page) and also of the Letter
No. F.2/02/2008/S.I/Lit./Pt/4155 dated 01.10.2010(1st Page) obtained by Delhi Nagar Nigam can be
made available to the applicant after submitting requisite fee.

Information furnished was incorrect, misleading and incomplete.

No order passed by the FAA because of the expiry of the time-period.

The PIO has given adequate information but with respect to query 2 & 3 the Commission is
reframing the queries with the consent of the appellant as follows:
1- Whether Delhi Government has withdrawn the orders dated 01/02/2007 and 19/10/2007
granting non functional grade of Rs.8000/- to Rs.13500/- (Grade Pay Rs.5400/-) to DASS
Grade-I/Sr. Personnel Assistant.
Decision:
The Appeal is allowed.
The PIO is directed to give the information as directed above to the Appellant
before 10 August 2011.

Notice of this decision be given free of cost to the parties.
Any information in compliance with this Order will be provided free of cost as per Section 7(6) of RTI Act.
