JUDGMENT
1. Notice to the first respondent dispensed with. Learned
Government Pleader appears for the second respondent.
2. The petitioner, a candidate for the election in terms of Ext.P1
notification, seeks a direction that the polling be regulated.
The second respondent has to ensure that the identity of the
voters is determined with reference to the identity cards and if
there is any dispute or challenge to the identity of any voter,
that has to be settled with reference to Form 6B Register in
accordance with law, in the presence of the secretary of the
society. Since the petitioner has made Ext.P2 representation,
it is directed that if the second respondent deems it necessary
to videograph the proceedings, that shall be done under his
control and at the expense of the petitioner, without creating
any inconvenience to the voters. The Returning Officer, in
such event, will ensure that the videographing is done in the

polling booths as also in the entry bounds in static video
cameras. In case of videographing, the video tapes/CD will be
handed over to the Returning Officer.
