This matter came up for hearing on 20.01.2009. Appellant was present
through her rep. Shri Rahul Mane, while the respondents were represented by
Shri Prakash Chand, Scientist-F & Appellate Authority, National Institute of
Science Communication and Information Resources (NISCAIR)
2. Appellant’s RTI-request contained in her application dated 16.06.2008 is
about the book issuing and depositing card related to a book, viz. Vocabulary
Control for Information Retrieval – 2nd edition, Arlington, Virginia. Information
Resource Press, 1986 by F.W. Lancaster; Accession Number:184042.
3. Respondents’ reply to her is that the manual part of the record as
requested by the appellant has gone missing, though the digital part is available
on their computer.
4. Appellant’s principal request is for the manual record kept in connection
with the issue and return of library books and not about the computerized record.
5. As it is admitted by the respondents that the requested information is
maintained by them in the normal course of business, they shall ascertain as to
how this particular piece of information went missing.
6. It is accordingly directed that the head of the public authority, viz.
Dr.Vikram Kumar, Director, NISCAIR shall hold an internal enquiry to ascertain
as to how this piece of information/document went missing and who was
responsible for its loss. The enquiry report shall be submitted before the
Commission within three weeks of the receipt of this order.
