The brief facts of this case are as under.
2. The Appellant has requested the CPIO in his application dated 23 July
2007 to provide him with a copy of the guidelines issued by the Reserve Bank of
India (RBI) regarding collection of commissions on transfer of funds from one
Bank to another. The CPIO replied on 30 August 2007 and provided him with a
copy of the circular on the subject. He also informed him that in the context of
granting greater functional autonomy to the Banks, operational freedom has
been given to the Banks on all matters pertaining to banking transactions
including charges for remittance/transfer of funds. Not satisfied with this, the
Appellant preferred an appeal before the first Appellate Authority on 12
September 2007. The first Appellate Authority disposed of the appeal in his
order dated 18 October 2007 in which he held that the CPIO had provided the
relevant information as desired by the Appellant and that if he had any
grievance against the Bank concerned, he could approach the Banking
Ombudsman for relief. Still not satisfied, he has preferred a second appeal in
the CIC.
3. During the hearing, the Appellant was not present in spite of notice. The
Respondent was present and made her submissions. After carefully examining
the reply sent by the CPIO, we are satisfied that the CPIO had indeed provided
a copy of the relevant circular of the RBI on the subject and there is nothing
more to be given in this case. If the Appellant feels that the the charge levied
by the Bank for the transfer of funds was exorbitant, he may complain to the
Banking Ombudsman who alone can redress his grievance.
4. The appeal is, thus, disposed off.
5. Copies of this order be given free of cost to the parties.
