Counsel for the petitoiner could not point out as to under which provisions he
can appear in High School examination conducted by the Board of High
School and Intermediate U.P. as a regular candidate in 1991 examination and
for the second time as a private candidate in 2000 examination with same
subjects. The authorities are legally justified in holding that persons who
undertook High School examination twice is not eligible for being admitted to
Shiksha Mitra . The fact that the petitioner has appeared in High School twice
as noticed is not disputed. I find no illegality in the order. Dismissed.
