Title : Alleged interference by Central Government in the functioning of State Government of Bihar.
श्री प्रभुनाथ सिंह (महाराजगंज, बिहार) : अध्यक्ष महोदय, यह देश एक संघीय ढांचे पर चलता है और अभी जो परिस्थिति बनी हुई है कि केन्द्र सरकार उन राज्यों को जिनमें कांग्रेस और कांग्रेस समर्थित दलों की सरकारें नहीं हैं अनावश्यक रूप से उन राज्यों में हस्तक्षेप कर रही है। खास तौर से बिहार में इसलिए हस्तक्षेप कर रही है कि कुछ बिहार के जो अपने को राजनीतिक आका कहते हैं वे लोग केन्द्र सरकार पर दबाव बनाते हैं और उनके दबाव की बदौलत केन्द्र सरकार अनावश्यक रूप से हस्तक्षेप करती है। उदाहरण के तौर पर ६-७ तारीख को राज्य में सूरजगाढ़ा थाने में एक घटना घटी, जिसमें एसपी ने स्वयं जाकर एफआईआर कराई थी और उसी घटना में १३ अगस्त को अपने को जो पीड़ित हरिजन महिला कहती थी मूंगेर में जाकर हरिजन थाने में एफआईआर दर्ज कराई। अध्यक्ष जी, इन दोनों घटनाओं में कहीं भी बलात्कार का जिक्र नहीं किया गया है। …( व्यवधान)
