Central Information Commission Mr.Dhanpalsingh vs Ministry Of Railways on 22 July, 2010 Central Information Commission CIC/AD/C/2010/000242 Dated July 22, 2010 Name of the Applicant : Shri  Dhanpal Singh Name of the Public Authority : Northern Railway, New Delhi Background 1. The RTI application was filed by the Applicant on 10.9.09 with the PIO, Northern Railway, New Delhi  seeking information against 14 points all related to movement of trains and other issues at Tapdi  station. .   The PIO transferred the RTI application to different Departments including Engineering,  Commercial, Electrical, Security and Opertaing Departments requesting the deemed PIOs to provide  the information directly to the Applicant.   When no reply was received from any PIO the Applicant  sent a reminder to the PIO on   3.4.09.   He filed   a complaint on 17 th  December, 2009 with the  Commission stating that information received from the PIO vide letter dated 2.12. 09 was incomplete. 2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the hearing for July 22,  2010.   3.
