The Applicant filed his RTI­application dated 14.02.2011 with the PIO, Railway Board, New Delhi  seeking information against 9 items all related to the Engineering Services Exam­2009. It is his case  that despite his having qualified in the said examination, the public authority has not given him an  appointment. Since the Applicant did not receive any reply from the PIO, he made his first appeal to  the Appellate Authority on 22.03.2011. This appeal, too according to the Appellant, yielded no result.  The Appellant, therefore, filed the present petition before the Commission on 27.05.2011 against  deemed refusal of his RTI­petitions (i.e. RTI­application and first appeal) by the Respondents.    Decision 2.
