The Complainant had sought following information regarding his husband’s treatment in
Backson’s Homeopathy Clinic.
1) Copies of all progress report.
2) Copies of notes of all the doctors/specialists.
3) Copies of notes of Dr. SPS Bakhsi.
4) Details indicating disease(s) diagnosed at the time of start of treatment.
5) Details of indicating treatment given.
6) Period of treatment.
7) Details indicating medicines given/names of medicines etc.(including in house
medicines).
8) Details of disease(s) that developed during the course of treatment.
9) Nature of disease(s) in terms of seriousness.
10) Condition of the patient before and after treatment.
11) Names, contact details and registration numbers of the doctors who treated the
Complaint’s husband.
12) Details of fee charged.
Ground of the First Appeal:
Non-receipt of information from the PIO within the stipulated time under RTI Act.
Ground of the Complaint:
Non-receipt of proper information from the PIO within the stipulated time under RTI Act.

The PIO vide its letter dated 21/11/2009 informed the Commission that the detailed case history
in original had been provided to the Complaint’s son Mr. Mohit Jhangiani. The PIO has further
sated that the organization is not a Public Authority under RTI Act.
Submission received from the Complainant:
The Complainant vide her e-mail dated 09/12/2009 has informed the Commission that no
information has been provided to her till date.
Relevant Facts emerging during Hearing:
The following were present:
Complainant : Absent;
Respondent : Mr. Pawan Madan, Advocate (Backson’s Homeopathy Clinic);
Mr. Satbir Representative (Backson’s Homeopathy Clinic)
The Respondent Backsons states that it is a private medical clinic run by a homeopathic doctor.
They do not receive any Government funding nor is it controlled by the Government in any way.
Based on these submission Backson’s Homeopathy Clinic does not appear to be a public
authority.
Decision:
The Complaint is dismissed.
This decision is announced in open chamber.
Notice of this decision be given free of cost to the parties.
Any information in compliance with this Order will be provided free of cost as per Section 7(6) of RTI Act.
