डॉ० (कर्नल)धनी राम शॉडिल्य (शिमला) : अध्यक्ष महोदय, मैं आपका ध्यान हिमाचल प्रदेश के जिला सिरमौर के उस क्षेत्र की ओर आकृष्ट करना चाहता हूं, जिसमें हाटी जनजाति में सम्मिलित सभी उपजातियों के लोग पिछले लगभग २५ सालों से इस क्षेत्र को जनजातीय घोषित करने की मांग शांतप्रिय ढंग से उठा रहे हैं।
गिरी नदी के इस पार उत्तरांचल का जौंसार बाबर क्षेत्र है, जिसे भारत सरकार ने जानजातीय क्षेत्र घोषित कर रखा है, परन्तु”गरिपार” का क्षेत्र जनजातीय के दर्जे से वंचित है। इन दोनों क्षेत्रों के रहन-सहन, कला-संस्कृति, वेश-भूषा, खानपान, रस्मोरिवाज, बोलचाल और मेले-त्यौहार एक दूसरे के अनुरूप हैं। समान समस्याओं एवं परम्पराओं वाले ये दोनों ही क्षेत्र एक ही साथ जनजातीय क्षेत्र घोषित होने चाहिए थे, परन्तु ऐसा न हो सका। भारतीय संविधान पर पूर्ण आस्था लिए आज भी इस समुदाय के पारस्परिक विवादों का समाधान इन गांवों की पंचायतों “”””खुमली”” में ही होता है, जिसका निर्णय दोनों पक्षों को मान्य होता है। इसके अतरिक्त”” हाटी”” जनसमुदाय सामाजिक, आर्थिक और शैक्षणिक द्ृष्टि से भी बहुत पिछड़ी जनजाति है, जिसका प्रमाण हाल ही के हुए सर्वेक्षण से भी देखा जा सकता है। इस क्षेत्र में प्राकृतिक सम्पदा की प्रचुरता होने पर भी यहां कोई उद्योग नहीं है।
मेरा केन्द्रीय सरकार से अनुरोध है कि इस क्षेत्र को जनजातीय क्षेत्र घोषित करने हेतु संवैधानिक संशोधन करवाने की कृपा करें।
