Chandigarh Administration appoints Utsav Bains as Senior Counsel for Chandigarh Housing Board

The Chandigarh Administration has designated Advocate Utsav Bains as the Senior Counsel for the Chandigarh Housing Board (CHB), which oversees government housing and infrastructure initiatives in Chandigarh.

Utsav Bains is a distinguished Supreme Court attorney who earned his law degree from Panjab University. He also served as a visiting researcher at Harvard Law School from 2013 to 2014. Notably, he is the grandson of Justice Ajit Singh Bains, a former judge of the Punjab and Haryana High Court, and the son of the renowned Senior Advocate RS Bains.

Furthermore, Bains currently holds the position of Special Public Prosecutor for the Narcotics Control Bureau (NCB) and serves as counsel for the National Highways Authority of India (NHAI) and the Delhi State Industrial and Infrastructure Development Corporation (DSIIDC). NHAI and DSIIDC are organizations responsible for overseeing significant government infrastructure projects throughout India.

Bains has also represented victims in several high-profile anti-terrorism cases, including those related to the 2019 Pulwama terror attack, the 1993 Bombay Blast, the 26/11 Mumbai terror attack, and the Kashmiri Pandit murders carried out by the terror accused Bitta Karate.
