The appellant had asked in RTI application regarding complete process of
determination, qualitative and chromatographic tests performed on samples suspected to
be heroin.
Particular of required information:-
• Time taken for the entire process.
• Is the entire process completed at one go or it is done in phases?
• How many phases? Details of each phase.
• Chemicals used in these tests.
• Method of using the drug detection kit manufactured by Hindustan Antibiotics Ltd.
How does the kit indicate the presence of the following drugs:-
• Cocaine.
• Charas.
• Heroin.
• Smack.
• Poium.
• Details of chemical used in these kits.
• Conditions in which these kits work ideally. Etc.
The PIO replied.
With reference to your application I.D. No 72/RTI/FSL, dated 17.03.2008 under the RTI
Act, 2005, I am to say that the information sought by you cannot be supplied as it is not covered
under section 2 (f) of the Act, since, it is in the public domain and can be accessed by you in the
relevant books and / or over the internet.
The First Appellate Authority ordered:
“I have gone through the record i.e. order/letter dated 26.03.2006 of Director/FSL and the
appeal of the appellant and decided that the information sought by the appellant cannot be
supplied as it is not covered under section 2(f) of the Act, since, it is in the public domain and
con be accessed by him in the relevant books and / or over the internet and this office has not
hold such type of information.”

1. Copies of the Standard test methods used by the Public authority.
2. Information on whether the Public authority is using any kits.
Decision:
The appeal is allowed.
The information will be provided to the appellant before 25 April 2009.
