The respondents are directed to ascertain the fact about working of the petitioner with Panchayat Samiti from the date on which the decision was taken by the Government for absorption of Assistant Secretaries as Secretary. If the petitioner is found working as Assistant Secretary with the Panchayat Samiti at the relevant time, he be absorbed as Secretary with all benefits which were extended to other similarly situated persons.
