This writ petition was heard on 15.6.2010 and we had made up our mind to
allow the writ petition after seeing the record relating to the High Court
produced by Sri Amit Sthalekar, Advocate. However, on account of pressure
of work we had observed that the reasoned order would follow.

While examining the record, it is felt that it would be necessary and proper
also to either examine the original record of the State Government or to have
their response on affidavit. In this view of the matter, let this writ petition be
listed for further orders on Friday 9th July, 2010 at 2.00 p.m.
