the record, it appears that by order dated 27th July 2010,
notice was issued making it returnable on 17th August 2010
and copy of the petition along with annexures was served on the
learned Standing Counsel for the Union of India to take necessary
instruction. However, no instruction has been received.

Hence.

Rule returnable on 17.3.2011.

In
addition to service through court process by normal mode, service by
speed post at the cost of the petitioner is also permitted.
