                                J U D G M E N T

Smt.T.B.Remani, Government Pleader takes notice on behalf of

respondents 1 to 4.

2. I do not propose to go into the merits of the matter,

especially since I am informed that the civil court is already in seisin of

the matter. However, considering the nature of the allegations

levelled against the Panchayat in Ext.P6 representation which is

submitted to the Minister, I am of the view that this Writ Petition can

be disposed of issuing the following directions:-

The petitioner is permitted to file a proper representation voicing

all the grievances which she has voiced in Ext.P6 before the 4th

respondent-Deputy Director. If the petitioner files such a

representation before the 4th respondent within seven days from

today, the 4th respondent will issue notice to the 6th respondent, get a

report from the 5th respondent, hear the petitioner and the 6th

respondent and take a correct decision, after holding such further

enquiries as may be necessary. Final decision on the representation to

be submitted by the petitioner shall be taken by the 4th respondent at

his earliest and at any rate within two months of receiving copy of this

judgment.

The Writ Petition is disposed of as above.

The petitioner will serve an additional copy of this Writ Petition

on the Government Pleader who will forward that copy to the 4th

respondent, informing him regarding this judgment.
