Despite directions, relevant rules have not been placed
on record. Even if there is no rule formulated by the State
Government for grant of second emergency benefit, the petitioners
are required to make reference to the rules, which would regulate the
grant of benefit of this service on account of second emergency. The
petitioners may file a fresh petition after making proper averments in
this regard.

Dismissed as withdrawn with liberty to file a fresh petition
for the same cause of action.
