Petitioner retired in the year 1994. Filed the present writ

petitioner in the year 2011 claiming that he should be granted

promotion because some juniors have been granted promotion. Such

frivolous writ which is not only suffering from latches delay does not

merit consideration on the face of it. This writ petition stands

dismissed.
