The petitioner is working as a Plumber-cum-Pump Operator in

the Government Mental Health Center, Thrissur. The petitioner is a

physically handicapped person. She has been suspended from

service on the allegations of certain misconduct. The petitioner

challenges the same.

2. Since I was of opinion that the respondents should complete

the disciplinary proceedings expeditiously, I directed the learned

Government Pleader to get instructions as to within what time the

enquiry proceedings can be completed. The learned Government

Pleader submits that the respondents would require 6 months’ time

to complete the enquiry.

3. I have considered the rival contentions.

In the facts and circumstances of the case, I am of opinion that

the respondents should complete the disciplinary proceedings within

3 months. Accordingly, the writ petition is disposed of with a

direction to the respondents to see that the disciplinary proceedings

initiated by suspending the petitioner is completed and taken to its

logical conclusion as expeditiously as possible, at any rate, within

three months from the date of receipt of a copy of this judgment.

Needless to say the petitioner shall co-operate with the enquiry and

be present in the enquiry on all posting days without fail. In the

meanwhile, 1st respondent shall consider and pass orders on Ext. P7,

a petition filed by the petitioner detailing other grievances relating to

W.P(C) No. 38716/2010 -: 2 :-

her service, as expeditiously as possible, at any rate, within three

months from the date of receipt of a copy of this judgment.
