Petitioners are aggrieved by the order passed by the
Ombudsman for Local Self Government Institutions. In the latter
case, there is an interim order permitting the completion of the
work however staying the direction against the petitioners
therein. The interest of the original petitioner in the former case
is also protected by the interim order passed therein.
2. The main grievance appears to be that the orders have
been passed without notice to the petitioners though they are the
affected parties. That fact cannot be disputed also. Therefore,
the impugned orders are quashed with a direction to the first
respondent in the latter original petition to consider the matter
afresh with notice to the affected parties also and pass
appropriate orders in accordance with law thereon, expeditiously.
These original petitions are disposed of as above.
