Background 1. The RTI application was filed by the Applicant on 23.1.10 with the PIO, DRM Office, New Delhi  seeking information against 5 points available in two specific files, including seniority list of Senior  Section Engineers/works at Delhi Division, action taken for Vigilance clearance from Dedicated  Freight Corridor Corpn. etc.   On not receiving any reply from the PIO he filed his first appeal on  9.3.10. The Appellate Authority replied on 17.3.10 stating that his application had already been  answered by the PIO vide his letter dated 5.2.10. he enclosed a copy of the same reply in which  point wise information had been provided.  Still not satisfied, the Appellant filed his second appeal  with the Commission on 30.4.10.   2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the hearing for August  30, 2010. 3. Shri Mohar Singh, PIO and Shri S.P. Mahi, Appellate Authority represented the Public Authority. 4. The Applicant was not present during the hearing.
