The Applicant filed an RTI application dt.6.1.10 with the PIO, DRM Office, South Central Railway, Secunderabad seeking the reasons for the delayed payment of his bills. The PIO replied on 1.2.10 stating that the Applicant has only expressed his grievance for redressal and had not sought any information as defined u/s 2(f) of the RTI Act. Being aggrieved with this reply, the The Applicant filed an appeal dt.11.3.10 with the Appellate Authority stating that no information has been received so far. Shri A.K.Malik, Appellate Authority replied on 6.4.10 stating that the final reply had been sent to the address indicated in the RTI application but the same was returned by the postal authorities with an endorsement ‘want of full address HRTS – 2.2.10’. He enclosed the information once again. Still not satisfied, the Applicant filed a second appeal dt.20.4.10 before CIC. 2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the hearing for September 24, 2010 through video conferencing. 3.
