SHRI BASU DEB ACHARIA: About 80 per cent of the railway wagons are manufactured in the State of West Bengal. For the last five months, the Railway Ministry has not placed any order with the manufacturing units of West Bengal for manufacture of wagons. As a result of this, four wagon manufacturing units are closed now. Thousands and thousands of small units in and around these wagon manufacturing units are also closed. The workers have not received their salary for four months. I have received an information that a worker from a workshop of Howrah Burn Standard has died due to starvation. One month back, there was a meeting held in the chamber of the Railway Minister under the leadership of Shri Somnath Chatterjee in which 15 Members of Parliament belonging to various political parties were there.
MR. DEPUTY-SPEAKER: What do you want now from the Government?
SHRI BASU DEB ACHARIA : In that meeting, the Minister said that the order will be placed within one week after some legal clarifications…… (Interruptions) He had mentioned it in that meeting. The Minister is here. We want a reply from him on this point.

I want to know from the Minister as to when the order will be placed to save the wagon manufacturing units of West Bengal as well as thousands of small units of West Bengal. I demand that the order should immediately be placed with the wagon manufacturing units of West Bengal..… (Interruptions)
कृषि मंत्री तथा रेल मंत्री (श्री नीतीश कुमार) : हम तो खड़े ही हो रहे थे, तब तक देखा कि आप लोग भी कुछ कहना चाहते हैं। उपाध्यक्ष महोदय, जो वैगन ऑर्डर से सम्बन्धित प्रश्न माननीय बसुदेव आचार्य जी ने उठाया है, इसके बारे में वे पूरी तौर पर अवगत हैं। इस सम्बन्ध में इनकी हमारे साथ मीटिंग भी हुई थी और उसमें सब को यह मालूम है कि ऑर्डर प्लेस करने में विलम्ब का क्या कारण था। उसका कारण था कि एक जांच चल रही थी। जो अनस्पेसीफाइड स्टील का इस्तेमाल हुआ था, यह उससे सम्बन्धित है। इसमें कॉटन स्टील की जगह माइल्ड स्टील का इस्तेमाल हुआ था। जब और जांच की गई तो पता चला कि कई फम्र्स ने ऐसा काम किया था। यह पूरी जांच चल रही थी, उसी बीच में यह बातचीत हुई थी।
उसमें हम लोगों ने निर्णय लिया था, सदस्यों की मांग थी कि इन्वैस्टीगेशन चलता रहे और इसी बीच में आर्डर भी दिया जाए, यानी दोनों डीलिंग की जाए। हमने इस बात को स्वीकार किया था और इस बारे में कानूनी राय ली जा रही थी कि कौन सी अंडरटेकिंग ली जाए, जिसके आधार पर उसको रिलीज किया जाए। हमने ऐसा निर्देश भी दिया था। इसी बीच में जांच की पूरी रिपोर्ट आ गई। उसके बाद जो टेंडर था, उसको फाइनलाइज किया जा रहा है। उसमें हमने दो कदम उठाए हैं। एक तो टेंडर को फाइनलाइज कर दिया जाएगा और दूसरे जो कुछ उनको पैनल्टी या दूसरी कार्रवाई करनी है, उसके चैक प्रोसीजर में परिवर्तन लाने की, संशोधन लाने की, उसके लिए कमेटी बना दी है। जो यह देखेगी की क्वालिटी को कैसे कंट्रोल रखे और डिफाल्टर पर कैसे पैनल्टी इम्पोज की जाए। यह कमेटी की रिपोर्ट के आधार कार्रवाई होगी। लेकिन जहां तक आर्डर रिलीज करने का सवाल है, हम आग्रह करेंगे कि मुझे यहां से फुर्सत दें, ताकि उसको शीघ्र कर सकूं।
