The learned Single Judge has declined to exercise his extra ordinary
jurisdiction on the ground that the petitioner-appellant has an alternative
remedy of approaching the Regional Level Committee.

Prima facie the dispute has to be decided by the Regional Level
Committee.

In our opinion no case is made out for interference.

The special appeal is dismissed.
