श्री गिरधारी लाल भार्गव (जयपुर) : महोदय, यूपीए सरकार ने कहा था कि देश के आम लोगों के हितों को ध्यान में रखा जाएगा। लेकिन जो बजट पेश किया गया उसे देखते हुए बिना हिचक यह कहा जा सकता है कि यह देश के समृद्ध लोगों का बजट है। यही बजट है कि महंगाई बढ़ रही है, तेल खाद्यान्न, साबुन, बिस्कुट और अन्य रोजमर्रा की वस्तुएं हर रोज महंगी होती जा रही हैं। जिसके कारण देश के आम लोगों की बुनियादी आवश्यकताएं पूरी नहीं हो पा रही हैं। देश के आयात-निर्यात की यह स्थिति है कि ८० फीसदी आयात हो रहा है ओर निर्यात केवल २० फीसदी है, पहले ऐसा नहीं था। इससे साफ जाहिर होता है कि हमारे आयात और निर्यात का समीकरण बदल गया । हम अपने उत्पाद को दुनिया के बाजारों में भेज नहीं पा रहे हैं। लेकिन हमारा बाजार विदेश निर्मित सामानों से अटा पड़ा है। यह सब यूपीए सरकार की जन-विरोधी नीतियों के कारण हो रहा है। अगर हम किसानों की बात करें तो उनकी स्थिति ठीक नहीं है।

             देश के कई राज्यों में किसान आत्महत्या कर रहे हैं। यूपीए सरकार कृषि क्षेत्र में विकास की बात कहती है, पर करती कुछ नहीं है। यह कितनी विडम्बना है कि भारत कृषि प्रधान देश है, लेकिन किसान गरीबी और भूख से मर रहे हौ। छोटी कारों की कीमत कम हुई है। अब कौन नहीं जानता है कि कार पैसे वाले ही खरीदते हैं। इससे आम लोगों का क्या लेना-देना है। यदि कारें सस्ती हुईं तो अमीर लोग ही खरीदेंगे। इस बजट में गौर करने वाली बात यह है कि जो सर्विस टैक्स लगाया गया है, क्या उसे आम लोगों की जेब से नहीं निकाला जाएगा? दरअसल दूसरे रास्ते आम लोगों पर कर का बोझ बढ़ाया गया है। इससे साफ जाहिर होता है कि इस बजट में देश के समृद्ध और खास लोगों का विशेष ख्याल रखा गया और महिलाओं, किसानों तथा नौजवानों की उपेक्षा की गयी है। गरीबों की रोजी, मेहन्दी, चीनी आदि को भी नहीं छोड़ा गया है। साबुन पर जो टैक्स लगाया गया है वह बिल्कुल अनुचित है।

श्री गणेश सिंह (सतना) : महोदय, यूपीए सरकार का बजट २००६-०७ आंकड़ों की बाजीगरी है। आर्थिक सुधारों की सही दिशा क्या होगी, उसका कहीं उल्लेख नहीं है। विकास दर वित्त मंत्री जी भले ही १० फीसदी चाहते हैं, परन्तु देश से लगातार सवाल उठ रहा है कि फिर दूसरी हरित क्रांति देश में कब

आयेगी ?  इस बजट में इसकी कोई संभावना दिखाई नहीं दे रही है। कृषि क्षेत्र में कोई सुविधा देने मात्र से कुछ होने वाला नहीं है। कृषि के रिस्क को कम किये जाने की जरूरत है जो कि इस बजट में नहीं है।

बजट में किसानों को बड़ी राहत दी गयी है, ऐसा भारी प्रचार किया जा रहा है। कृषि विकास दर २३ फीसदी पर आने का दावा किया गया है जिससे ५० लाख टन ज्यादा खाद्यान्न का उत्पादन होगा, ऐसा वित्त मंत्री जी कह रहे हैं।

वहीं दूसरी तरफ गेहूं आयात कर रहे हैं। किसानों द्वारा की जा रही आत्महत्याएं उनके पुराने ऋण की ब्याज में १५ प्रतिशत यानी ३०० रुपये मात्र खाते में जमा कराने से क्या रोकी जा सकती हैं ?  ब्याज दर ७ प्रतिशत करके क्या आप ६३ प्रतिशत छोटे किसानों को कोई राहत दे सकते हैं, जो ऋण बैंक से लेते ही नहीं। देश में मात्र २७ फीसदी किसान ऋण लेते हैं, यह सच्चाई एनएसएस के ५९वें सर्वेक्षण मे दी गयी है। सरकार ने कृषि ऋण दोगुना करने की घोषणा की है।

सरकार ने किसानों की तथा कृषि के सुधार हेतु वैज्ञानिक डा. स्वामीनाथन की अध्यक्षता में एक राष्ट्रीय किसान आयोग का गठन किया था जिसकी रिपोर्ट भी आ गयी है। लेकिन वित्त मंत्री जी ने बजट में उस आयोग की रिपोर्ट का कहीं कोई जिक्र नहीं किया। वित्त मंत्री जी यह जानते थे कि आयोग ने कृषि ऋण पर ब्याज की दर को ४ प्रतिशत करने की सिफारिश की है। इसके अलावा भी आयोग ने कई महत्वपूर्ण सुझाव दिये हैं।

यदि वित्त मंत्री जी किसानों की मदद करना चाहते हैं, तो जिस अनुपात में कृषि उत्पादन व्यय बढ़ रहा है, उसी अनुपात में किसानों को फसल पर बोनस हेतु सब्सिडी की व्यवस्था करनी चाहिए। सिंचाई देश के प्रत्येक खेत को सस्ती दर पर पर्याप्त बिजली और इसके साथ ही रियायती दर पर डीजल की व्यवस्था का बजट में प्रावधान करें तभी माना जायेगा कि यूपीए सरकार किसानों के प्रति चिंतित है।

जब सिंचाई योजनाओं के बारे में बात होती है तो यह मामला राज्यों के क्षेत्राधिकार का है, यह कहकर टाल दिया जाता है। एनडीए सरकार ने एक प्रस्ताव नादियों को आपस में जोड़ने का दिया था। इस

योजना से जहां एक ओर हर वर्ष बाढ़ से तबाही होती है उससे मुक्ति मिलेगी, वहीं दूसरी तरफ जहां सूखा पड़ता है वहां पानी पहुंचाया जा सकता है। मध्य प्रदेश तथा उत्तर प्रदेश की सरकारों ने प्रधान मंत्री जी की उपस्थिति में नदियों को जोड़ने के प्रस्ताव को अंतिम रूप दिया गया था, लेकिन बजट में एक रुपया नहीं दिया गया। क्या यह देश के अंदर सिंचाई की औसत दर को बढ़ाने के प्रति अच्छा कदम कहा जा सकता है।

बजट में भारत निर्माण की बात बढ़-चढ़कर कही गयी है। जो योजनाएं पहले से चल रही थीं, उन्हीं को भारत निर्माण की उपाधि दे दी गयी है जबकि उसमें नया कुछ नहीं है। वहीं सड़कों की योजना, शिक्षा के क्षेत्र में, सिंचाई के साधन बढ़ाने, रोजगार गारंटी योजना, ऊर्जा उत्पादन आदि में, मुझे कहीं कुछ भी नया नहीं दिख रहा है। वित्त मंत्री जी ने शब्दों की जादूगरी अच्छी दिखाई है क्योंकि एक तो स्वयं वित्त मंत्री हैं, दूसरे जो देश के प्रधान मंत्री हैं, वे भी इसी के मास्टर रहे हैं। दोनों ने अर्थव्यवस्था के सुधार के जो आंकड़े दिये हैं, वे पूर्णत: दिशाहीन तथा तथ्यों से परे हैं।

             पूरे बजट में आवश्यक वस्तुओं के दाम कैसे स्थिर रहेंगे, कोई ठोस उपाय नहीं बताये और यही कारण है कि ४० प्रतिशत से अधिक महंगाई जरूरी वस्तुओं के बढ़ गये हैं और अभी भी बढ़ते जा रहे हैं। यह कहना पूर्णत: गलत है कि कांग्रेस का हाथ गरीबों के साथ। मेरा मानना है कि स्वास्थ्य के क्षेत्र में भी जितना विस्तार जरूरी है, उस तरफ कुछ भी नहीं हुआ। एनडीए सरकार ने देश में छ: नये एम्स खोलने का प्रस्ताव किया था क्योंकि दिल्ली में एम्स में जितना दबाव है, वह थोड़ा कम होगा। लेकिन बजट में नये एम्स के लिए बजट का तो कोई प्रावधान नहीं किया गया उल्टे एम्स में जरूरत के मुताबिक भी बजट का आवंटन नहीं किया। जो विदेशी सहयोग से राष्ट्रीय स्तर पर अभियान चलाये जा रहे हैं, उनमें बजट आवंटन करके सस्ती लोकप्रियता हासिल करने का मात्र प्रयास किया गया है।

शिक्षा के गुणात्मक सुधार पर सरकार गंभीर नहीं है। जिस तरह से शिक्षा में वर्गीकरण हो रहा है, यदि उसे रोका नहीं गया तो देश अमीरों तथा गरीबों में पूरी तरह से बंट जायेगा। पढ़े-लिखे लोगों की संख्या बेरोजगारी में बढ़ती जा रही है, इसे रोकने के लिए तकनीकी शिक्षा की ओर जाना चाहिए लेकिन ऐसा कोई प्रयास नहीं है।

देश का बेरोजगार आदमी या तो पढ़-लिखकर १०० दिन की मिट्टी खोदकर मजदूरी करे या फिर गलत रास्ते में चला जाये, इसके अलावा उसके पास कोई रास्ता नहीं है। नौकरियां दिनोदिन खत्म हो रही है और मजदूर बढ़ती जा रही है। इससे देश का युवा पूर्णत: निराश है। बजट देश की ज्वलंत समस्याओं के

योजनाबद्ध समाधान के लिए आधा अधूरा है। ५० वर्ष की आजादी बीत जाने के बाद भी हम यह नहीं कह सकते कि हमने किसी एक समस्या का पूरी तरह से निदान कर दिया है।

हमारी अर्थव्यवस्था धीरे-धीरे विदेशी पूंजी के आगोश में आती जा रही है। देश का व्यापार पूरी तरह बहुराष्ट्रीय कम्पनियों ने खत्म करने का निश्चय किया है। हमारा अपना पेटेंट खत्म हो रहा है। आर्थिक सुधार का धीमा जहर देश की अर्थव्यवस्था को जब तक पंगु नहीं बना देगा तब तक वित्त मंत्री जी दम नहीं लेंगे।

देश के गांव, देश के किसान, देश के युवा इनको ध्यान में रखकर योजनाएं यदि नहीं बनेंगी, बजट का आवंटन यदि इनको ध्यान में रखकर नहीं करेंगे तो व्यवस्था में जबरदस्त विस्फोट होगा। उसे कोई रोक नहीं सकता।

प्रति व्यक्ति आय कागजों के बजाय लोगों के जेब में दिखनी चाहिए। उनके चेहरे में मुस्कान चाहिए जो कि दिखाई नहीं दे रही। सेंसस आसमान छू रहा है. उससे आम आदमी जिसकी संख्या ७० प्रतिशत से अधिक है, का कोई वास्ता नहीं है।

अंत में, मैं यह कहूंगा कि बजट अल्पकालिक सोच के आधार पर बनाया गया है। कुछ मामलों को हाईलाइट करके सस्ती लोकप्रियता हासिल किये जाने का प्रयास है। बजट पूरी तरह से दिशाहीन तथा भ्रामक है।

 

श्री हंसराज जी.अहीर (चन्द्रपुर) : महोदय, मैं इस बजट चर्चा में सहभागी होते हुए स्पष्ट कर देना चाहता हूं कि यह बजट आम जनता के लिए किसी भी तरह से हितकारी नहीं है। अगर गौर से देखा जाए तो कुल मिलाकर विदेशी कंपनियों को फायदा पहुंचाने और मध्यम वर्ग की जेबें खाली करने में कोई कसर नहीं छोड़ी गई है।

बजट में कारों के मूल्य कम किए गए हैं, तो कम्प्यूटर पर उत्पाद शुल्क बढ़ा है। सर्विस टैक्स बढ़ा कर १० से १२ फीसदी कर दिया गया है। जबकि कम्प्यूटर पर सीमा शुल्क घटाया गया है। कोल्ड डिं्रक्स का मूल्य कम हुआ है। एटीएम सहित १५ नई सेवाओं पर कर लगाया गया है। आम आदमी की बात करने वाली सरकार से जनता राहत की अपेक्षा करती थी, लेकिन बजट में जनता की जेबें खली करने का प्रयास दिखाई देता है।

सरकार एक-एक करके सभी सेवाओं पर सर्विस टैक्स लगाती जा रही है। अगर मध्यम वर्ग की सुविधाओं को इसी तरह नजरअंदाज किया जाता रहा तो वह दिन दूर नहीं जब इस देश में दो ही तबके के लोग रह जाएंगे अमीर और गरीब और इसमें भी खाई बढ़ती जाएगी। वर्ष २००६-०७ के केंद्रीय बजट में मेल्टींग स्टील स्क्रेप पर पांच फीसदी सीमा शुल्क लगाए जाने से साइकिलों की कीमतों में वृद्धि होगी तथा इसका असर भारतीय स्टील उद्योगों पर भी पड़ेगा। अमीरों की कारों का सस्ता करना और गरीबों की साइकिलें महंगी कर सरकार का आम आदमी के हित का दावा खोखला साबित हो गया है।

सरकार आम आदमी के लिए प्रतिबद्ध होने का ढिंढोरा पीटती है। उसने खाद्य सब्सिडी में २००० करोड़ की कटौती कर आम आदमी के हितों की पूरी तरह उपेक्षा की है। सार्वजनिक वितरण प्रणाली के अनाजों का दाम बढ़ाने का प्रयास भी हुआ था। सरकार को सार्वजनिक वितरण प्रणाली द्वारा दिया जा रहा अनाज सही लाभार्थी तक पहुंचाने का प्रयास करना चाहिए, न कि सब्सिडी में कटौती।

महोदय, मैं एक बात खास तौर से रखना चाहता हूं कि शेयर बाजार का संवेदी सूचकांक में हो रही तेजी से बढ़ोतरी और उछाल को हम उपलब्धि की तरह देखते हैं। आर्थिक तरक्की के इस महत्वपूर्ण संकेतक के खुशी से फड़फड़ाने के बावजूद व्यावहारिक जीवन में हम पाते हैं कि हमारी तमाम आर्थिक दिक्कतें ज्यों की त्यों बनी हुई हैं। देश में आज भी पंजीकृत बेरोजगारों की तादाद तीन करोड़ से अधिक है। जबकि आज की तारीख में रोजगार केंद्रों पर अपना नाम पंजीकृत करने का साहस भी कोई नहीं कर पाता।

जिनके पास रोजगार है वे भी खुद को असुरक्षित महसूस कर रहे हैं। कहा जाता था कि नई अर्थव्यवस्था से पढ़े-लिखे नौजवानों को रोजगार मिलेगा, लेकिन क्या यह सपना हकीकत में बदल पाया? यदि बदला होगा तो भी बहुत थोड़े लोगों के लिए। गरीबी की रेखा के नीचे जीवन बसर करने वालों की स्थिति में कोई अंतर नहीं आया है।

आंकड़े गवाह हैं कि दुनिया का हर तीसरा कुपोषित व्यक्ति भारत का है। ३५ प्रतिशत ग्रामीण आबादी कुपोषित है और सरकार द्वारा क्या किया जा रहा है तो इस वर्ग के लिए आयोडीन नमक की सख्ती। इस वर्ग को आसानी से उपलब्ध सादे नमक पर पाबंदी लगाई गई है। अब अधिक दाम देकर नमक खरीदना पड़ेगा। आयोडीन युक्त नमक चलता रहे लेकिन सादे नमक पर पाबंदी क्यों? ग्रामीण भारत में किसान, दूध वाले अपने दुधारू जानवरों को चारे के लिए नमक का उपयोग करते हैं। वह जानवरों के लिए पोषण का काम करता है। अब सादे नमक के पाबंदी के कारण क्या जानवरों को भी आयोडीन युक्त नमक खिलाना पड़ेगा? ग्रामीण क्षेत्र का अर्थव्यवस्था में महत्वपूर्ण घटक किसानों पर इससे कुप्रभव पड़ेगा। दूध की लागत में वृद्धि होगी, लेकिन दूध के दामों में वृद्धि नहीं करने से ग्रामीण क्षेत्र की अर्थव्यवस्था चरमरा जाएगी? इसलिए मैं मांग करता हूं कि सादे नमक पर प्रतिबंध हटाया जाए।

अब मैं सरकार का ध्यान भविष्य में आने वाले महत्वपूर्ण संकट की तरफ आकर्षित करता हूं। पिछले पांच-दस वर्षों में जिन देशों में जल अभाव का संकट आ सकता है उनमें भारत शामिल है। जमीन के नीचे के जल स्तर का लगातार कम होना चिंता का विषय है। लगातार घटते जा रहे जल स्तर को देखते हुए भविष्य में कृषि, उद्योग तथा घरेलू उपयोग हेतु बढ़ती पानी की जरूरतें पूरी करना एक-एक समस्या बन सकती है और देश की नदियों में कारखानों द्वारा किया जा रहा जल प्रदूषण के कारण इस पानी का पेयजल के रूप में अयोग्य होना समस्या है। पानी बचाव अभियान आज की जरूरत है। सरकार इस विषय पर ध्यान केंद्रीत करे, सरकार ने पेयजल के लिए ४६८० करोड़ का बजटीय प्रावधान बहुत कम है। समस्या की विकरालता देखते हुए पेयजल के लिए अधिक आवंटन किए जाने चाहिए। केंद सरकार द्वारा फ्लोराइड प्रभावित क्षेत्रों में शुद्ध जलापूर्ति के लिए राज्यों को अधिक वित्तीय सहायता देने की आवश्यकता है।

विश्व व्यापार समझौता १ जनवरी, १९९५ से भारत में लागू हुआ। इसके बावजूद इसके फायदे दिखाई नहीं देते। समझौता हो कर १० साल से अधिक समय गुजरने के बाद भी भारतीय किसानों की मांग आज भी अधूरी है। कृषि क्षेत्र में कृषि उपज के मुक्त व्यापार व्यवस्था के कारण किसानों को उनके कृषि उपज का अधिक दाम मिलने का जो सपना दिखाया गया था वह सपना टूट गया है। निकट भविष्य में दूर-दूर तक इसकी आशा भी नहीं दिखाई पड़ती। इस कारण भारतीय कृषि का भविष्य अंधकारमय नजर आता है। किसानों की हो रही आत्महत्याएं इसका ही परिणाम हैं। देश में आर्थिक वृद्धि के पुल चंद लोगों तक ही सीमित रहे हैं। जबकि ज्यादातर देशवासियों के जीवन स्तर में तेजी से गिरावट आई है। ग्रामीण यानी असली भारत से आने वाली किसानों की आत्महत्या और कुपोषण, भुखमरी की खबरों से इस बात की पुष्टि हो जाती है। आर्थिक विकास की ऊंची दर के भ्रम में कड़वी आर्थिक सच्चाई को छिपाया नहीं जा सकता। यदि विकास दर को दस प्रतिशत तक ले जाना है तो कृषि विकास दर को चार प्रतिशत पर लाना होगा। दुनिया के मानव विकास सूचकांक में भारत का स्थान १७७ देशों में १२७वां है। यह स्थिति आर्थिक महाशक्ति के सपने से मेल नहीं खती। हमारे देश में दालें, दलहन सहित खाद्यान्न का कुल उत्पादन १५ करोड़ टन है। जबकि पड़ोसी चीन ५५ करोड़ टन खाद्यान्न पैदा करता है। भारत के मुकाबले चीन की आबादी ३० करोड़ अधिक है, लेकिन अनाज उत्पादन का अंतर ४० करोड़ टन है। इसका अर्थ यह है कि भारत में कृषि खेत्र में अधिक ध्यान देने की जरूरत है। आज भारत में कृषि और आयटी क्षेत्र दो विपरीत ध्राुवों पर खड़े हैं। आयटी में हम आगे बढ़े हैं, पर कृषि क्षेत्र में हम पिछड़ रहे हैं। कृषि क्षेत्र में पिछड़ा होना स्वस्थ विकास का संकेत नहीं हो सकता।विकसित देशों को कृषि सब्सिडी के सहारे कृषकों को फायदा पहुंचाया जाता है। विकसित देशों को कृषि सब्सिडी कम करने के लिए अंतरराष्ट्रीय मंच के माध्यम से दबाव बढ़ाना चाहिए। भारतीय कृषि को निर्यातक्षम बनाने के लिए इसमें भारी निवेश की जरूरत है। इस देश के किसानों के लिए कृषि कार्य फायदे का सौदा कराने के लिए कृषकों को उनकी लागत के अनुरूप दाम भी मिलने चाहिए। सरकार द्वारा अन्नदाता कहलाने वाला किसान आर्थिक विकास के प्राथमिकता में अग्रसर रहेगा तो ही देश की तस्वीर हम बदल सकते हैं।

सरकार द्वारा किसानों को दो लाख तक के अल्पावधि के कर्जों पर ९ से ७ प्रतिशत के ब्याज के ऋण दिए जाने की घोषणा की है, लेकिन किसानों को इससे खास फायदा नहीं पहुंचेगा। किसानों को खेती फायदे में करने के लिए उसे साहुकारों की गिरफ्त से बचाने के लिए आसान शर्तों पर चार प्रतिशत ब्याज से ऋण उपलब्ध कराना चाहिए। इसी तरह भारतीय किसानों की कृषि उपज की लागत कम करने के लिए कृषि उपज बढ़ाने की तकनीक भी विकसित करना और किसानों को उपलब्ध कराने की जरूरत है। पहली हरित क्रांति में केवल बड़े किसानों को ही फायदा हुआ है। प्रधानमंत्री जी दूसरी हरित क्रांति की बात करते हैं तो इस बार देश के जो छोटे किसान हैं उनकी समृद्धि के लिए ध्यान केंद्रित करना पड़ेगा। आठ प्रतिशत की ऊंची वृद्धि दर और दस हजार के ऊपर उछालते सूचकांक के अति उत्साह में असली भारत की सच्चाइयों को बिसराना नहीं चाहिए। लोगों के हाल सुधारने हैं तो एसे इंतजामात करने होंगे जिनसे रोजगार पैदा हो और परिणामस्वरूप घरेलू मांग में वृद्धि हो। अगर लोगों के पास खरीदने की ताकत नहीं होगी तो आसान शर्तों में पूंजी मुहैया कराने के बावजूद वृद्धि को आवेग नहीं मिलेगा। वृद्धि के लिए उत्पादित सामग्री का बिकना जरूरी है। इसलिए जनता की क्रयशक्ति बढ़ाने का प्रयास होना चाहिए। देश के उपेक्षित सामाजिक, आर्थिक ढांचे को पुरजोर करने के लिए इसमें निवेश किया गया तो ही रोजगार के अवसर सृजित किए जा सकते हैं।

अंत में, मैं केवल यह कहना चाहता हूं कि देश के जनजातीय, ग्रामीण क्षेत्रों के विकास के लिए इस बजट में घोर उपेक्षा की गई है। इसका संज्ञान लेते हुए, सरकार इस पर अधिक ध्यान दे।

डॉ. लक्ष्मीनारायण पाण्डेय (मंदसौर) : भारत एक परमाणु शक्ति सम्पन्न स्वाभिमानी एवं विश्व में अग्रणी स्थान वाला देश है। इस देश का बजट तदनुरूप देश के निरंतर विकास एवं समृद्धि की गति को तीव्रतर बनाते हुए आम आदमी के सवार्ंगीण उन्नति के साथ विश्व में “वसुधैव कुटुम्बकम”की भावना को सार्थक करने की अपनी महती भूमिका निभाते हुए उसे सार्थक करे, इस कसौटी पर उसे खरा उतारना है।

इसी पृष्ठभूमि में हमें अपने आय-व्यय को देखना होगा। क्या हम स्वाभिमानी एवं स्वावलंबी देश के निर्माण की ओर तीव्रता से अग्रसर हैं। क्या हम आम आदमी के सवार्ंगीण विकास की पृष्ठभूमि में कार्य करते हुए उसे सार्थक बनाने का अपनी भूमिका सार्थक बना पाने में समर्थ हैं। हम परमाणु शक्ति सम्पन्न देश होकर अपनी भूमिका का निर्वाह तद्नुरूप विश्व में सौहार्द सौमनस्य एवं शांति के लिए कर रहे हैं? यह सही है कि हम शक्ति सम्पन्न राष्ट्र हैं और हम विश्व में सौहार्द, शांति व सौमनस्य के लिए कृत संकल्प हैं। शेष अन्य प्रश्नों के संदर्भ में वर्ष २००६-०७ के बजट की विवेचना में जाना पड़ेगा।

बजट में सामाजिक विकास जनयोजनाओं के लिए विशेष राशि ५००१५ करोड़ आबंटन से लेकर वभिन्न मदों में बढ़ोत्तरी के संकेत दिए हैं। वर्ष २००६-०७ में सकल घरेलू उत्पाद वृद्धि ८.१ प्रतिशत और मुद्रास्फीति ४.६ प्रतिशत पर रहेगी, ऐसा अनुमानित किया गया है। यद्यपि बजट में औद्योगिक उत्पादों पर सीमा शुल्क घटाकर १२.५ प्रतिशत किया है किंतु इससे घरेलू उद्योगों के लिए प्रतिस्पर्धा खड़ी होगी। सर्वशिक्षा अभियान, राष्ट्रीय रोजगार गारंटी योजना, राजीव गांधी पेयजल मिशन, राष्ट्रीय ग्रामीण स्वास्थ्य मिशन, जवाहर लाल नेहरू शहरी नवीकरण मिशन जैसे नये नामों से कतिपय एनडीए सरकार की चालू की गई योजनाओं के लिए वभिन्न आबंटन किए गए हैं। वहीं मध्याहन भोजन, स्वच्छता अभियान एवं महिला विकास हेतु भी आबंटन में वृद्धि के संकेत दिए गए हैं। बजट में सर्व शिक्षा अभियान के लिए १००४१ करोड़ रुपए का प्रावधान है। मध्याहन भोजन के लिए ४८१३ करोड़ प्रस्तावित हैं। राष्ट्रीय पेयजल योजना मिशन के लिए ४१८० करोड़ रुपए तथा राष्ट्रीय ग्रामीण स्वास्थ्य मिशन के लिए ८२०७ करोड़ का प्रस्ताव है। जिसकी विशेष चर्चा बजट में तथा अन्यत्र भी की गई है। उस राष्ट्रीय ग्रामीण रोजगार गारंटी योजना के लिए १४३०० करोड़ ही प्रस्तावित है। शिक्षा स्वास्थ्य और परिवार कल्याण के लिए २४११५ तथा १२५४६ करोड़ रुपए का प्रावधान है। पूर्वोत्तर राज्यों के लिए जहां १२०४१ करोड़ रुपए है वहीं रक्षा क्षेत्र के लिए ८९००० करोड़ रुपए रखे गए हैं। अल्पसंख्यक समुदाय की बेहतरी की चर्चा और उनके लिए विशेष बजट प्रावधानों

के साथ छात्रवृत्तियों की भी घोषणा की गई है। अनुसूचित जाति और जनजाति की समस्याओं को लेकर तथा उनके उन्नयन हेतु कई योजनाओं की चर्चा की गई है। किंतु अनुसूचित जाति व जनजाति के बालक बालिकाओं के शिक्षण हेतु उपयुक्त अधिकाधिक आवासीय छात्रावासों के लिए राशि का आबंटन नगण्य है।

भारत निर्माण कार्यक्रम के अंतर्गत १८६९६ करोड़ रुपए का प्रावधान नहित है। सरकार का ध्यान राजस्व वृद्धि का तो अवश्य है किंतु विदेशी व्यापार को बढावा देने की पुष्टि से व निर्यात प्रोत्साहन की द्ृष्टि से कोई प्रभावी कार्य योजना परिलक्षित नहीं होती।

ऊर्जा क्षेत्र के लिए कुछ प्रावधान वभिन्न राज्यों की सहायता के रखे गए हैं किंतु अपारम्परिक ऊर्जा रुाोत के दोहन को प्राथमिकता दिया जाना अभिप्रेत था, जो नहीं है।

२००६-०७ का आय-व्यय अत्यंत ही विचारपूर्ण तरीके से इस बात को ध्यान में रखकर कि सामान्यत: बजट अच्छा बनाया गया है, कहा जा सकता है, किंतु यदि इसकी गहराइ में जाएं तो सम्पूर्ण स्थिति सामने आती है, कई गंभीर प्रश्न उपजे हैं, उभरे हैं। मैं बजट के उन आंकड़ों में नहीं जाना चाहता जिनके द्वारा सुंदर चित्र प्रस्तुत किया गया है तथा उस संबंध में कुछ आंकड़े दे चुका हूं।

घोषणाएं कई हैं किंतु तीन प्रमुख हैं। भारत निर्माण, ग्रामीण रोजगार गारंटी, ग्रामीण स्वास्थ्य मिशन एवं सर्वशिक्षा अभियान (यद्यपि यह पहले से ही चल रहा है) आगे चलकर इन पर विचार व्यक्त करूंगा।

समाचार पत्रों ने इस बजट पर सामान्य प्रतक्रिया व्यक्त करते हुए अधिकांशत: लिखा है कि जनसाधारण में इससे न तो खुशी का माहौल है और न गम का। किंतु इससे महंगाई का बढ़ना स्वाभाविक है। आम उपभोक्ता महंगाई से प्रभावित होगा ही, जिसमें गरीब और मध्यम वर्ग पर चोट सबसे अधिक होगी। किसानों, अल्पसंख्यकों, अनुसूचित जाति और अनुसूचित जनजाति के लिए कई घोषणाएं की गई हैं, जिन्हें समयावधि में या तदनुरूप पूरा करने की समान्य प्रक्रिया ही अपनाई गई है, कोई प्रभावी उपाय योजना नहीं है। आयकर में भी यथास्थिति रखी गई है। सेवा कर का दायरा बढ़ा दिया गया है किंतु फ्रिंजबेनफिट टैक्स के मामले में कंपनियों को काफी सहूलियत दी है। अर्थव्यवस्था की अच्छी तस्वीर प्रस्तुत की गई है और दावा किया गया है कि सकल घरेलू उत्पाद ८.१ तथा मुद्रास्फीति ४.६ प्रतिशत पर रहेगी। औद्योगिक उत्पादों पर सीमा शुल्क की उच्चतर दर १५ प्रतिशत से घटाकर १२.५ प्रतिशत की है जिससे घरेलू उत्पाद प्रभावित होगा और प्रतिस्पर्धा में कठिनाई खड़ी होगी।

बजट में राष्ट्रीय ग्रामीण रोजगार योजना का विस्तार से वर्णन किया गया है। राष्ट्रीय ग्रामीण स्वास्थ्य मिशन एवं शहरी नवीकरण जैसी घोषणाएं भी हैं। सर्व शिक्षा अभियान में १००४१ करोड़ रुपए रखे गए हैं। पांच लाख अतरिक्त कक्षा कक्ष, डेढ़ लाख अतरिक्त शिक्षकों की नियुक्ति का प्रावधान किया गया है जो वर्तमान में शिक्षकों की मांग के अनुपात में काफी कम है। राजीव गांधी राष्ट्रीय पेयजल योजना मिशन ४६८० करोड़ रुपए का आबंटन है किन्तु गांवों को शुद्ध पेयजल की आवश्यकता व पेयजल हेतु ग्रामीण जनसहयोग की तुलना में यह राशि काफी कम है।

यद्यपि वित्त मंत्री महोदय ने शिक्षा और स्वास्थ्य को भारत निर्माण की घोषणा के परिप्रेक्ष्य में काफी महत्व दिया है, प्राथमिकता भी दी है किंतु तदनुसार कार्य योजना प्रस्तुत नहीं की गई।

यह सही है कि राष्ट्रीय सामाजिक सहायता कार्यक्रम के अंतर्गत वृद्धजनों (६५ वर्ष से ऊपर की आयु) के लिए सहायता राशि ७५ रुपए प्रतिमास से बढ़ाकर २०० रुपए कर दी है इससे निश्चित ही वृद्धजनों को सामान्य राहत मिलेगी किंतु यह राशि न्यूनतम ५०० रुपए की जानी चाहिए थी।

कृषि क्षेत्र की चर्चा करते हुए सिंचाई का उल्लेख भी किया है किंतु आज स्थिति क्या है? खेती योग्य जमीन का बड़ा भाग सिंचाई से वंचित है। यद्यपि जनसंवर्द्धन योजनाओं का जिक्र किया गया है किंतु आबंटित राशि काफी कम है। यह बात औद्योगिक विस्तार के बाद उतनी ही महत्वपूर्ण है जितनी इसके पूर्व थी। कृषि पर अभी भी ६५ से ७५ प्रतिशत लोगों की आजीविका निर्भर है या यह कहा जा सकता है कि लगभग ६५ से ७० प्रतिशत रोजगार कृषि से उपलब्ध है। किसान को पर्याप्त बिजली नहीं उसकी फसल का उचित मूल्य नहीं, किसान कृषि में लगतार हो रहे घाटे या कृषि के अलाभकारी होने के कारण आत्महत्या कर रहा है। इस द्ृष्टि से देश के पिछड़े किंतु कृषि क्षेत्र बहुल राज्यों पर ध्यान देना जरूरी है जिनमें प्रमुखत: मध्य प्रदेश, बिहार, उत्तर प्रदेश, आंध्रा प्रदेश व छत्तीसगढ़ है। एक और दूसरा पहलू भी है, गांवों में रोजगार के अवसर घट रहे हैं, गांव वाले शहर की ओर पलायन कर रहे हैं, शहरों की आबादी बढ़ रही है, वहां पर रहने को स्थान नहीं है, नौकरियों या काम की व्यवस्था नहीं फलत: शहरों की जिंदगी भी अव्यवस्थित हो रही है। झुग्गी झोंपड़ियों की निरंतर बढ़ती संख्या भारत के भावी भाग्य विधातो बालकों का नारकीय जीवन गंदे नाले के पास जीवन, पर्यावरण की बढ़ती समस्या तथा काम के अभाव में असामाजिक वृत्ति, चोरियां, डकैतियां, अपहरण आदि शिक्षा का अभाव चकित्सा तक गरीब तक पहुंच नहीं है। भारत निर्माण की कल्पना बहुत श्रेष्ठ है लेकिन पैसा कहां से आएगा? चित्र धुंधला सा है। इस बारे में बहुत कुछ किया जाना बाकी है।

शहरों की बड़ी-बड़ी औद्योगिक इकाइयां चाहे कपड़ा मिलें हों, चीनी मिलें हों, सीमेंट के कारखाने हों या छोटे-मझौले उद्योग हों, निरंतर घाटा हो रहा है। वैश्विक प्रतिस्पर्धा में हम बहुत पीछे हैं। वैश्विक बाजार का दायरा बढ़ रहा है। आधुनिकीकरण में हम पीछे हैं, कई औद्योगिक क्षेत्र आज भी नई तकनीक से दूर हैं। किसान परेशान है, गांव के लोग परेशान हैं, शहरों की दयनीय स्थिति व किसान जैसा मैंने पहले कहा आत्महत्या कर रहा है, मजदूर भूखे दम तोड़ रहा है। रोजगार गारंटी योजना के तहता १०० दिन के रोजगार की घोषणा अच्छी है किन्तु वास्तविकता के धरातल पर खरा उतारना है। आज मांग के अनुपात में बिजली का उत्पादन १२ प्रतिशत कम है। किसान के खेत पर पानी, बिजली, नौजवान को रोजगार, शिक्षा, चकित्सा व आवास समुचित प्रबन्ध नहीं है। शहरों में से अटालिकाएं आकाश को छूने का यत्न कर रही हैं पर गरीब की झोपड़ी पर छप्पर भी पूरा नहीं है, कैसे होगा भारत निर्माण?

जरूरी है स्वदेशी योजनाएं गांधी व दीनदयाल के सपनों का भारत, स्वावलंबी भारत, स्वाभिमानी भारत।

आज आदमी की आय बढ़ी है पर आवश्यक उपभोक्ता सामग्री की कीमतें भी बढ़ी हैं, व्यय के अनुपात में आय नहीं है। असंतुलन इसी से है गरीबी और धनाढय लोगों के जीवन स्तर या गरीबी और अमीरी की खाई में अंतर बढ़ा है। गरीबी की रेखा से नीचे जीवन यापन करने वालों का प्रतिशत हम कम नहीं कर पाए हैं। पूंजी का प्रभाव बढ़ा है। देश का धन कुछ पूंजीपतियों के हाथ में केन्द्रित होता जा रहा है। दिल्ली, मुंबई, कोलकाता, बंगलौर, पूना, हैदराबाद, जयपुर, सूरत, अहमदाबाद जैसे शहरों की चकाचौंध देखें और शेष नगरों व भारत की तस्वीर को देखें तो अंतर स्पष्ट हो जाता है। जवाहर लाल नेहरू राष्ट्रीय शहरी योजना के तहत शहरों के समुचित विकास व उन्नयन की द्ृष्टि से कार्य का उल्लेख किया गया है साथ ही मुम्बई व बंगलौर मैट्रो की भी चर्चा की गई है। यदि कार्य योजना के अनुसार आबंटन हुआ तो निश्चय ही प्रगति होगी अन्यथा व्यय में वृद्धि और योजना का समय पर पूरा न होना स्पष्ट है। पूर्ववर्ती एनडीए सरकार द्वारा इस संबंध में किए गए प्रयास पूर हों। स्वास्थ्य कार्यक्रमों की चर्चा में विश्व स्वास्थ्य संगठन के लक्ष्यानुसार कुष्ठ व पोलियो के संपूर्ण उन्मूलन के बारे में कहा गया है किंतु गांवों में शुद्ध पेयजल को पहले उपलब्ध कराया जाना जरूरी है। यद्यपि जल की गुणवत्ता के परीक्षण की चर्चा है किंतु साथ ही स्वच्छता को भी उतना ही महत्व दिया जाना चाहिए।

पूर्ववर्ती सरकार द्वारा कई क्षेत्रों में महत्वपूर्ण कार्य किए गए और कई कार्य योजना बनीं, उनकी क्रियान्विती भी प्रारम्भ हुई। किंतु कई योजनाएं प्राय: विचाराधीन हो गई हैं।

पूर्व सरकार द्वारा चालू की गई कई महत्वपूर्ण योजनाएं धीमी गति से चल रही हैं और इसी प्रकार सूचना प्रौद्योगिकी के क्षेत्र में पूर्ववर्ती सरकार की योजनाएं आज सफल हो रही हैं, उन्हें और गति देने की आवश्यकता है।

मंत्री जी ने अपने भाषण में आउटकम बजट की भी चर्चा की है। हम चीन की प्रतिस्पर्धा में हैं। क्या हम पूर्वी एशिया और चीनके समान निवेश में तेजी ला सके हैं? विदेशी प्रत्यक्ष निवेश को कितना आकर्षित कर पाए है? पेट्रोलियम व ऑटोमोबाइल्स क्षेत्र में हमारे समक्ष काफी संभावनाएं हैं उस हेतु पर्याप्त पूंजी निवेश की जरूरत है। प्रवासी भारतीय इसमें भरपूर सहयोग दे सकते हैं। इसी संदर्भ में यदि हम देखें हमारे भारी उद्यम मानो बंद हो रहे हैं या बंद होने की स्थिति में हैं, उनके पुनर्गठन के उपाय वे योजना पूर्ववर्ती एन.डी.ए. सरकार द्वारा की गई थी उसे मूर्त रूप देकर उस क्रम को और आगे बढ़ाये जाने की आवश्यकता है। हमारे निर्यात को बढ़ाए जाने के कई क्षेत्र हैं। रत्न व आभूषण के निर्माण व निर्यात की द्ृष्टि से यद्यपि विचार हुआ है किंतु उसमें गति लाने की आवश्यकता है तथा तदर्थ निर्यातकों को प्रोत्साहन भी दिया जाना चाहिए। कृषि के संबंध में यद्यपि पहले विचार किया गया है। बिजली व सिंचाई साधनों की उपलब्धि हो किंतु इसमें राज्य सरकारों को विशेष प्रोत्साहन दिए जाने की आवश्यकता है। मध्य प्रदेश से बिजली उत्पादन हेतु सहयोग की घोषणा अच्छी है किंतु वहां की आवश्यकता को देखते हुए और भी विद्युत योजनाओं की स्वीकृति जरूरी है। ग्रामीण विद्युतीकरण के लिए विशेष ध्यान दिया जाना अपेक्षित है। इसी प्रकार से प्रधानमंत्री ग्राम सड़क योजना, स्वर्णिम चतुर्भुज योजना आदि की ओर भी विशेष ध्यान दिया जाना अपेक्षित है। आज भी देश के हजारों गांव बिजली से वंचित हैं। कृषकों को कृषि उत्पादन में वृद्धि को लिए जहां उपरोक्त बिजली पानी जरूरी है वहीं सुविधा से बैंक ऋण की प्राप्ति भी हो। क्षेत्रीय ग्रामीण विकास बैंक व अधिसूचित वाणिज्यिक बैंक हो, इस दिशा में अधिक रुचि लेकर कार्य करें। जिससे छोटे किसान भी सहयोग लेकर लाभान्वित हों। ग्राम अधोसंरचना वधि की चर्चा की गई है, इस अधोसंरचना में पूर्ववर्ती सरकार द्वारा चलाई गई प्रधानमंत्री ग्रामीण सड़क योजना के लिए अधिक आबंटन की आवश्यकता है ताकि गांव सड़कों से जुड़ सकें। उसी क्रम में सिंचाई व पेयजल की समुचित उपलब्धि हेतु भी व्यापक कार्य योजना हो।

आज पूर्वोत्तर राज्यों को विशेष सहायता दी जानी आवश्यक है ताकि उनका विकास सुनिश्चित होकर तीव्र हो।

जम्मू-कश्मीर के लिए विशेष सहायता योजना जरूरी है यद्यपि उस दिशा में प्रयत्न किए गए हैं।

भारतीय जीवन बीमा निगम या बीमा क्षेत्र में भी पर्याप्त संभावनाएं हैं। बाजार सुद्ृढ़ हों, कार्पोरेट क्षेत्र, सरकारी प्रतिभूतियां, मुच्युअल फंड आदि हमारे विकास में योगदायी हों।

औद्योगिक नगरों का विकस हो रहा है किंतु ग्रामीण उद्योग जिनमें हैं हैंडलूम सहित मुख्यत: खादी व हस्तशिल्प उद्योग हैं, को प्रोत्साहन की आवश्यकता है। हथकरघा प्रतिस्पर्धा में हैं, इसके लिए बाजार उपलब्ध हो।

खाद्य प्रसंस्करण उद्योगों का अधिकाधिक लगाया जाना अति महत्वपूर्ण है। मैं अपनी बात संक्षेप में रख रहा हूं।

मध्य प्रदेश में काफी औद्योगिक संभावनाएं हैं, कृषि सघन क्षेत्र है। किंतु आदिवासी जनसंख्या बाहुल पर्याप्त सहायता की आवश्यकता है। एक विशेष पैकेज द्वारा इसकी मदद की जाए ताकि सकल राष्ट्रीय आय में मध्य प्रदेश का अपना स्थान बने।

श्री रेवती रमन सिंह (इलाहाबाद) : महोदय, मैं आपको और समाजवादी पार्टी को धन्यवाद देना चाहता हूं कि आपने मुझे अपनी बात रखने का समय दिया। सर्वप्रथम मैं इस तथ्य को सदन के सामने रखता हूं कि वित्त मंत्री महोदय इस सदन और भारत की जनता को आंकड़ों की बाजीगरी से जिस प्रकार बेवकूफ बनाना चाहते हैं, व न तो उचित है और न वांछनीय। मैं अपनी बात बजट प्रावधानों से प्रारंभ करता हूं। वित्त मंत्री जी कहते हैं कि इस बार कृषि पर पूंजी व्यय बढ़ाकर चौंसठ करोड़ कर दिया गया है। स्मरणीय है कि इन्हीं वित्त मंत्री ने पिछले बजट भाषण में इसी मद पर चौरासी करोड़ का प्रावधान किया था। क्या ६४ करोड़ ८४ करोड़ से ज्यादा होता है? वास्तव में पिछले साल प्रावधान तो ८४ करोड़ था, किंतु संशोधित आंकड़ों में इसे ४७ करोड़ दिखाया गया और यह तो इस देश में होता आ रहा है कि सरकार का कृषि क्षेत्र में प्रावधानों से काफी कम व्यय करती है और यही कारण है कि गांव उजड़ते जा रहे हैं और किसान आत्महत्या कर रहे हैं। इसी प्रकार वित्त मंत्री का लुभावना नारा कि शिक्षा, स्वास्थ्य ग्रामीण तथा शहरी अवस्थापना पर ४० प्रतिशत बजट बढ़ाया जा रहा है, यह भी आंकड़ों की बाजीगरी है। वास्तविकता यह है कि राजस्व व्यय के मदों में यह बढ़ाया जा रहा है, जबकि पूंजी व्यय के मदों में इसे २५ प्रतिशत घटाया जा रहा है अर्थात पूंजी खाते से व्यय कम कर राजस्व खाते में अधिक व्यय दिखाकर यह ढिंढोरा पीटा जा रहा है कि सामाजिक क्षेत्र में बजट प्रावधान बढ़ा दिए गए हैं। महोदय, इस प्रकार कितने ही क्षेत्रों में आंकड़ों में बाजीगरी की गयी है।

वित्त मंत्री महोदय के बजट को ध्यान से देखने से कुछ और चिंताजनक तथ्य उभरकर सामने आते हैं। जैसे इस बार करों में सर्वाधिक आय निगम कर से प्राप्त होगी लगभग एक लाख तैंतीस हजार करोड़, एक्साइज डयूटी और वैयक्तिक आयकर तथा सीमा शुल्क सभी की आय निगम कर से होगी। महोदय, आयकर दाताओं पर सरकार की पकड़ कम हो रही है या कम की जा रही है। इस बारे में सदन पर विचार किया जाना आवश्यक है। आर्थिक सर्वेक्षण पेज २४ इस ओर स्पष्ट संकेत करता है कि बजट २००४-०५ के आंकड़ों के अनुसार वैयक्तिक आयकर को २६.५ प्रतिशत से बढ़ना था, जबकि बढ़ा मात्र १६.८ प्रतिशत से। वर्ष २००५-०६ के प्रस्तावि आंकड़े भी इसी तथ्य की पुष्टि कर रहे हैं कि अर्थव्यवस्था में ८ प्रतिशत वृद्धि हो रही है तथा इस वृद्धि का लगभग ९० प्रतिशत धनी तथा मध्य वर्गों में सकेन्द्रित हो रहा है, तो वैयक्तिक आयकर प्राप्तियां क्यों नहीं बढ़ रही हैं? वित्त मंत्री जी वैसे भी सरकार बड़ी कंपनियों और उनके लाभार्थियों

की नकेल कसने में असमर्थ रहा है। महोदय, फ्रिंज बेनीफिट टैक्स, सिक्योरिटी ट्रांजैक्शन टैक्स जैसे भारी भरकम शब्दों का प्रयोग करने वाले वित्त मंत्री महोदय, यह स्पष्ट करें कि ये कब और किस प्रकार प्रभावी हो रहे हैं? अध्यक्ष महोदय, वित्त मंत्री जिस प्रकार से कर आय की बढ़ोत्तरी की बात काफी समय से करते आ रहे हैं वह कितनी बेमानी है, यह इस बात से स्पष्ट हो जाता है कि जहां १९९० में कर सकल घरेलू उत्पाद १० प्रतिशत था, वहां वर्ष २००४-२००५ में घटकर ९.६ प्रतिशत हो गया और पिछले २ वर्षों में बढ़ाने के सभी उपायों के पश्चात वित्त मंत्री इसे ११ प्रतिशत भी नहीं पहुंचा पा रहे हैं। १/६ योजना और इसी तरह की कितनी योजनाएं बन रही हैं, लेकिन सरकार में पूंजीपतियों से कर वसूलने की इच्छाशक्ति के अभाव में असफल होती जा रही हैं।

सार्वजनिक व्यय के आंकड़ों को ध्यान से देखने पर तो यह बजट किसान, मजदूर विरोधी ही लगता है। कृषि क्षेत्र में ७.५ प्रतिशत की ब्याज दर कब से लागू होगी? होगी भी या नहीं यह भी स्पष्ट नहीं है। कृषि पर कुल व्यय का ३ प्रतिशत होगा, वैसे भी कृषि में पूंजी निर्माण की दर १.७ प्रतिशत है और उस पर से सरकार का व्यय इतना कम क्यों है? कृषि की विकास दर पिछले १० वर्षों में एक प्रतिशत रही है और जनसंख्या वृद्धि दर १.७ प्रतिशत अर्थात भारत में प्रति व्यक्ति कृषि उपज उपलब्धता घट रही है। फिर भी बजट का कुल ३ प्रतिशत कृषि पर। ग्रामीण अवस्थापना पर दस हजार करोड़ रूपए की राशि है किन्तु उसमें भी चार हजार करोड़ भारत निर्माण योजना में जाना है। इस राशि को छ: हजार करोड़ क्यों नहीं बताया जा रहा है? वित्त मंत्री महोदय, महात्मा गांधी के इस देश में ग्रामीण और कृषकों के सब्र का और इम्तिहान लेना बंद कीजिए। इस देश को उद्योग और सेवा क्षेत्र के विकास से आगे नहीं बढ़ाया जा सकता। ग्रामीण रोजगार गारंटी योजना में जो थोड़ा सा धन बढ़ाया गया है, वह प्रशंसनीय है, लेकिन इसकी लागत कौन दे रहा है? शहरी रोजगार योजनाओं में धन कम करके तथा राज्य योजना के अंश को कम करके।

महोदय, वास्तविकता यह है कि वित्तमंत्री महोदय, जिस अमेरिकी मॉडल पर भारत का बजट बनाते हैं, उसमें कमजोर और गरीब वर्गों का स्थान ही नहीं है। यह उद्योगपति, पूंजीपति और अमीर वर्गों पर न तो कर का बोझ लादना चाहते हैं और न उनकी सुविधाओं में कमी करना चाहते हैं। अर्थशास्त्र का नियम है कि कर वहीं कामयाब होंगे जहां धन अधिक होगा। जिन तिलों में तेल नहीं होगा, वहां से तेल कैसे निकलेगा? और उन क्षेत्रों को वित्त मंत्री महोदय छूना ही नहीं चाहते हैं। वित्त मंत्री जी तब खुश होते हैं, जब सेन्सेक्स दस हजार को पार करता है, क्योंकि इससे देशी-विदेशी पूंजीपतियों की बांछे खिलती हैं। जब तक वित्त मंत्री का बजट सेंसेक्स पर आधारित होगा, तब तक विश्व बैंक के नियमों के आधार पर बजट बनाना होगा, तब तक ऐसा ही बजट बनेगा और कुछ वर्षों बाद बजट बनाने की आवश्यकता ही नहीं रह जाएगी। महोदय, वित्त मंत्री महोदय को याद रखना चाहिए कि महात्मा गांधी ने कहा था कि नीति अथवा बजट अच्छा तभी होता है, जब गरीबों की परेशानियां कम हों।

 

SHRI RAYAPATI SAMBASIVA RAO (GUNTUR):  Sir, First of all,  let me thank the Hon`ble Finance Minister  Sri P.Chidambaram  for presenting an almost tax free budget for the year 2006-07 and relieving the public from the usual tension.

I may be permitted to express my gratefulness to the UPA Government for making great strides   in every field under the able leadership of UPA Chairperson, Smt. Sonia Gandhi, and under the able leadership of Dr. Manmohan Singh. I would like to stress in the field of agriculture. Agriculture is the backbone of our country. Over 70 % of the population lives on agriculture.

Sir, in Andhra Pradesh, especially in the Coastal areas, a large number of farmers grow Chillies, Tobacco, Cotton, Paddy and other major crops. They are facing a number of problems. For example, unfortunately, they face the floods or cyclone or the drought every year with the result their crops are washed away and they were unable to reap the benefits. They were also unable to repay the bank loans or debts resulting in farmers committing suicide. As the House is aware, in the erstwhile State Government regime, a number of farmers have committed suicide. But the situation has improved considerably after the taking over of reins by our party, Congress, in the State and in the Centre by UPA. But a lot more needs to be done in many areas.

            It was requested earlier during the Consultative committee meeting held on16/11/2004  that a Chillies Board with Head Quarters at Guntur  be established to look after the interests of the growers, traders and the exports of chillies  excluding the subject from the purview of the  Spices Board.  But it was reported  that in the minutes of the meeting  communicated vide letter No F8-7(1) /2005-C3 dated 27/1/2005 of the Ministry of Parliamentary Affairs, Govt., of India that it is not necessary to establish a Chillies Board and the development, research and

marketing /export promotion of spices  including chillies is well taken care of  by certain organizations mentioned therein. But the plight of the chillies growers is pathetic and they are not getting fair price and the farmers are facing untold miseries and even leading to suicides.  The foreign exchange earned during the year 2004-05 is 858.90 crores of rupees.  At present the chillies crop is attached to Spices Board as already explained by me. This Board by virtue of its multifarious activities attached to, it is unable to concentrate on this crop viz., Chillies.  Therefore it is requested that a Chillies Board may be constituted  with head quarters at Guntur  to deal with the growing, marketing and export of chillies  deleting it from the activities of the Spices Board.

I am of the firm view that as long as we depend on monsoon, we are bound to face such problems. But the silver lining in this whole episode is that since the Congress took over the governance of Andhra Pradesh, it has taken up a lot of measures especially for the benefit of farmers.  The Andhra Pradesh Government has waived off Eleven hundred crores of rupees on electricity overdues  to save the farmers from committing suicides. It has also given free power to the farmers. It has taken the right path of development and the improvement in the lives of general public in my State, Andhra Pradersh, under our Chief Minister, Dr. Rajashekar Reddy is all there for everyone to see.

Another demand which has been pending for a long time is extending insurance cover to all the crops in the droughts or any other eventuality. Is there any thinking in the Ministry to introduce crop insurance scheme, especially for those farmers who are affected by natural calamities, floods and cyclone?

The Central Government  be generous in extending financial help to the Andhra Pradesh State Government in implementing various schemes and for setting up of separate Funds for  Chillies and Tobacco to help farmers not to take the extreme step of committing suicide? A stabilization fund and crop insurance have to be made compulsory for all crops and thus the farmers may be saved from the vagaries of weather and market fluctuations. The village has to be taken as a unit in crop insurance scheme while assessing the loss of crop. The Department of Commerce has already established the price stabilization fund in case of rubber, coffee and tea and the same may be extended to chillies and tobacco crops also.

The Govt of India is earning nearly Rs.8000 crores by way of various duties and Rs.1000 crores of Foreign Exchange.  The Tobacco Board has also been making good amount of earning by way of service charges from this crop.  At present, the Tobacco Board is having Rs.80 crores collected as service charges.  But no help has been extended to the tobacco growing community by either Tobacco Board or Government of India to offer remunerative price to save the tobacco farmers from the distress of loss when the prices at auction platform is less than cost of production.

We are aware that the cost of cultivation as well as the inputs have increased enormously all through these years   but the cost of the products received from the crop have not at all improved  resulting in the heavy losses to the farmers.  The cultivators are incurring a loss  of Rs 20,000/- per acre in case of the commercial crops.  The minimum support price being fixed every year is not proportionate to the increased cost of cultivation. The gap between the cost of cultivation and the amount received by sale of end products is causing suicidal deaths  among the farmers.

Fortunately, our commercial crops viz., tobacco, cotton and chillies are earning a sizable amount of foreign  exchange.  For example, the foreign exchange  earned on Tobacco during the years 2003-04 and 2004-05 is 251.04 and 380.93 million dollars. Also chillies have earned foreign exchange to a tune of Rs.858.90 crores during the year 2004-05. When such foreign exchange is earned, the condition of the growers also to be considered as they are not able to get the income even to the extent they are investing. So crop insurance and stabilization fund must be introduced.

            In this connection, I would like to place a request of creating a Fund with a corpus of Rs.500 crores each for Tobacco and  Chilli so that farmers of Tobacco, Chilli, when market is not favourable  and prices falls drastically below the minimum guaranteed price, are to be benefitted. Government has addressed itself to the issues of farmers. For example, reduction of interest rate on short-term loans to farmers to 7%.  This would help the farmers to go in for short-term loans for taking care of their needs.

Another demand which is long overdue is the implementation of farm income insurance scheme. I hope the hon. Minister of Finance would look into it and make announcement on this important aspect of agricultural farmers of the country.

Education is another area, where we have to lay more emphasis in the years to come. Dropouts from schools have not reduced over the years. Innovative and effective steps should be made to ensure that each and every child, particularly from the underprivileged sections of the society and people living in despicable conditions attend the school. If we provide education to one and all, there is no doubt that our country would become a developed country sooner rather than later.

Tourism is another area where we can bring in more foreign exchange. Maintenance of historical sites along with improvement of infrastructure with low-budget hotels, airports facilities and rail services would undoubtedly improve the inflow of foreigners. Government should look into this aspect with insight and should come out with immediate steps to set right the way for more inflow of foreign tourists into our country.

I would like to suggest that a model school be set up in each district of the country; centres providing health care particularly to be needy and poorest of the poor should be started in the nook and corner of the country; proper roads should be laid in the remotest areas of the country so that people living in those areas would become part of the national mainstream.

Power is another subject which is to be treated with utmost seriousness. Power thefts should be stopped lock stock and barrel. All our efforts should be made to use the renewable sources of energy like wind and solar energy to tide over the huge shortage of electricity in various parts of the country.

Unemployment is one of the gravest problems India is facing not only today but for coming years.  For solving this problem, I am glad that our Govenrment has sanctioned Employment Guarantee Scheme, and the scheme has started already. 

Mid-day meal scheme which is in vogue in a few States should be introduced at the National level to bring more people to school and which would provide at least a meal a day to those who could not make both ends meet or get a square meal a day. Central Government should extend grants generously so that we could improve the literacy of the country like the one in Kerala which has 100 per cent literacy. Any country which has its considerable population educated would undoubtedly make strides in every conceivable area.

It is certainly a commendable achievement on the part of the UPA Government to maintain the tempo of high growth path.  I hope the Government would make great strides in the years to come.

Another good aspect of this Budget is that there has been an increase in the allocation for rural development.  From Rs.21,334 crores, it has been enhanced to Rs.24,026 crores.  And the outlay in the field of agriculture and its allied activities has been increased by Rs.1,400 crores. I hope the hon. Minister would enhance these allocations further keeping in view the importance of improvement and development in these spheres.

          There has been an increase in the spending on health and education but it is not up to the mark and much needs to be desired in these important spheres. Would the hon. Minister look into it and take steps to increase the allocations?  I hope that the Finance Minister will definitely consider the points, I have narrated.       

 

THE MINISTER OF FINANCE : Mr. Speaker, Sir  I am deeply grateful to the hon. Members who have taken great interest in the Budget and shared their views before this House.

            Sir, as in any debate, there were a number of observations made about the economy, the direction of the economy and the management of the economy.   There were also specific questions about certain provisions of the Finance Bill and suggestions relating to the taxation proposals which, if you look at the past years, this year has been a year where there are the fewest proposals on taxation.  Since we will have another debate on the Finance Bill, I crave the indulgence of the House to defer my reply on matters relating to the Finance Bill to the second stage.   I am sure that many hon. Members who did not have an opportunity to participate in the General Discussion will have an opportunity when the Finance Bill is taken up.  Therefore, with the leave of the House, let me confine myself to matters concerning the economy, the general direction of the economy and the management of the economy.

            The philosophy behind the Budget is enshrined in the NCMP.  As long as I stay within the four corners of the NCMP neither our opponents nor our allies can complain.   The NCMP, I believe, is a sound charter for governance for five years.  I can quote chapter and verse from the NCMP, but that may not be necessary.  It is a document that has entered the political vocabulary.   Even the principal Opposition Party cannot avoid reference to the NCMP.   As I read and understand the NCMP, it underscores the fact that we must have growth.  At the risk of repetition, let me say that growth is the best antidote to poverty.   However, growth alone will not bring development, will not bring relief to the poorer sections and will not improve the standard of living for the people who are in the lowest rungs of economic life.   Therefore, as I said while growth will be our mount, equity will be our companion.    But with growth there is a chance for equity and without growth, I am afraid, there is no chance for equity.  

            What this Budget does is to announce a series of steps that will ensure that the growth momentum is maintained.   Where is growth coming from?  The growth is coming from industry, from the services and with the rebound in agriculture, I expect that in the next fiscal year, growth will also come from agriculture.  But let me strike a word of caution.   Every Finance Minister is a prisoner to the monsoon. … (Interruptions)

THE MINISTER OF URBAN DEVELOPMENT (SHRI S. JAIPAL REDDY): Sir, we are prepared to engage Prof. Vijay Kumar Malhotra in a debate on mythology. … (Interruptions)

SHRI P. CHIDAMBARAM : Therefore, it is important that we recognise that industry and services must continue to grow at a very high rate that even in years when the monsoon fails us, growth rates will be very high. But every effort is being made to make our agriculture less monsoon-dependent. I am sorry that many of the matters referred to in this Budget speech and the previous Budget speeches of the UPA Government, to make Indian agriculture less monsoon-dependent, have seemingly escaped the attention of Members. The Accelerated Irrigation Benefit Programme which was started in 1996, which has gained momentum, and a huge outlay is being made year after year, the grand scheme to repair, renovate and reconstruct our water bodies has reached a final stage with the consent of the States and a design has been made with the consent of the States and we will now approach the World Bank for funding of a Rs. 4,400 crore programme.

            With minor irrigation, medium irrigation, funding through the RIDF, the AIBP and the repair, restoration and renovation of water bodies, I believe, we can make a decisive intervention in agriculture to make it less monsoon-dependent. As we add more and more acreage to assured irrigation, you will find that agricultural growth rate also stabilises and the volatility that you see in agricultural growth rates becomes a thing of the past.

            Sir, in the short run, while agriculture stabilises we must place great emphasis on industry and services. Fortunately, services seem to be on an autonomous growth path. While we may need to lend a helping hand here and there, I think, the best that we can do for services is not to interfere with them. Let them grow on their own.

            But, the manufacturing sector requires close attention. Today, thanks to our outstanding human resources, especially our engineers and our scientists and our managers, we have the capacity to acquire leadership in about a dozen industries. We are already among the top three in the world in several industries – steel-making, refinery, textiles, leather and a few others. But we have the capacity to become the world leader and we have the capacity to become among the top three in at least a dozen industries.

            In my Budget speech I have identified these industries where we must acquire world leadership. Let me give you an example of the automobile industry. We all know the contribution that Maruti and Suzuki have made to India. It was a revolution in automobiles. Unfortunately, we praise the French Revolution and the industrial revolution. But we miss a revolution that is happening, unfolding before our eyes. In the automobile industry there is a revolution today. India today is among the world’s most efficient producers of automobiles. We have the opportunity to become the manufacturing hub for small cars. And that is why, we have intervened decisively, even at the cost of revenue. I said in small cars I will lower the excise duty by eight per cent. Believe me, in three to five years from now India will be the world’s largest producer of small cars. We must identify such opportunities. I submit with great respect such opportunities exist in textiles, leather, food processing, petroleum products, handicrafts and handmade products. These are areas where the whole world recognises the potential of India.

            We all know that every second toy is made in China. We can make the same toys. Every third pair of shoes sold in the world is made in China. We can emulate China. All that we need to do is – and I beg you please throw away any ideological or political blinkers – to lend a helping hand to these sectors and these sectors will create massive employment and massive production. Where is the ideology in making a pair of shoes, where is the ideology in making a toy of any kind? Therefore, let these sectors grow. We have identified these sectors and when these sectors grow, you will find that we recapture the primacy that we enjoyed some years ago in manufacturing which has now been displaced by services.  I want India to become a manufacturing hub. Services will grow autonomously, thanks to our outstanding human resources. I am betting on growth. I have said this in television interviews also. It is my business to ensure that the economy keeps ticking and growing. It is our business to ensure how the resources are applied. It is because we are growing that we have these resources.

            Let me give you an idea of the resources that are being generated. In the first year of the UPA Government, 2004-05, gross tax revenues collection increased by 20 per cent; in the second year, according to revised estimates, by 21.4 per cent; and in the year ahead, according to budget estimates, another 20 per cent. Please tell me : Has there been any period of three successive years where gross tax revenue increased by 20 per cent year after year? Why do you say that we are not collecting taxes? We are collecting more taxes than ever before, without imposing new taxes and simply by tweaking tax rates, removing exemptions which have outlived their utility, removing exemptions which are simply a carry over from the past, a hang over from the past and which serve very narrow vested interests, and improving the tax administration. As a result of this, look at the revenues that are generated. Simply to the Central Government, the increase in tax revenue in 2005-06 over the previous year was Rs. 50,000 crore. In 2006-07, over the current year, the increase in tax revenue will be another Rs. 54,000 crore. It is because this economy is growing at eight per cent or near eight per cent and it is throwing up surplus revenues of Rs. 50,000 crore a year over the previous year that we are able to make these huge allocations.

            The States are not far behind. Look at how the States are being provided. When I said that States have never been so well provided, there were some eyebrows raised and some columns were written. Look at the numbers. In 2004-05, the States’ share of taxes’ devolution was about Rs. 73,000 crore. In 2005-06, it jumped to Rs. 94,000 crore. In 2006-07, it will jump to Rs. 1,13,448 crore. If you kindly look at page 16 of this green book Budget At a Glance when you have time at home, you will see a graph here. Just look at the graph.

It is only a statement of fact, and no criticism of anyone. In between 1998-1999 and 2003-2004, during the period of the NDA Government, the total resources transferred to the States went from Rs. 94,792 crore to Rs. 1,82,048 crore, which means an increase of about Rs. 90,000 crore in a period of six years. The increment is Rs. 90,000 crore.

            Now, in 2004-2005, this Government came to power in May, and the Budget was passed in June-July. In 2004-2005, it was Rs. 1,86,871 crore. In two years, namely, by 2006-2007, this amount of Rs. 1,85,000 odd crore will jump to Rs. 2,82,021 crore, which means an increase of Rs. 97,000 crore in two years. All that I appeal to my countrymen and to my colleagues here is that let us continue to ensure that nothing comes in the way of growing at 8 per cent. This is the sine qua non for allocations for health, for education, for social welfare, for subsidies, for defence, etc., namely, that we must have the resources. I am saying this because if we grow at this rate, then it throws up resources. Thereafter, we all can sit together and decide how the resources will be allocated.

            As far as resource allocations are concerned, I have dealt with it at great length in my Budget speech. We have allocated more resources to every sector this year than ever before. We have allocated more resources to Bharat Nirman; we have allocated more resources to the flagship programmes; and we will continue to allocate resources.

            Sir, let me spend a couple of minutes on subsidies. The NCMP says that the subsidies must be targeted to the poor and the truly needy, and that is the mandate. Let me assure this House that no one in this Government, and certainly not me,  will do anything to reduce the subsidies that are targeted to the truly poor and needy. We are maintaining food subsidies at Rs. 24,200 crore. A question was asked as to how you can do it. We are doing it because, today, the FCI — because of an improved balance sheet — is able to borrow on the strength of its own balance sheet, and the interest costs have come down. But whatever is required to sustain the PDS will be provided. … (Interruptions)

SHRI P. CHIDAMBARAM: Sir, I was mentioning that whatever food subsidies are required to sustain the Public Distribution System (PDS) will be provided year after year after year, and let there be no doubt about it.

            Similarly, with regard to fertiliser subsidy, the fertiliser subsidy is paid to the fertiliser companies. Now, there is a debate going on whether there is another way for the fertiliser subsidy to reach the farmers. … (Interruptions)

SHRI N.N. KRISHNADAS (PALGHAT): It should directly reach the farmers.

SHRI RUPCHAND PAL (HOOGHLY): It should directly reach the poor farmers.

SHRI P. CHIDAMBARAM: The Economic Survey suggests that there are other ways in which the fertiliser subsidy can be directed to reach the farmers, especially, the truly needy and poor farmers. However, until we are able to devise a system by which the fertiliser subsidy can directly reach the farmers, we intend to maintain the fertiliser subsidy, and fertiliser subsidy will be provided. In fact, I am told that there are some arrears to be paid, and this year — even after the Budget was presented — there seems to be a slight upswing in the revenues. Therefore, I intend to clear some of the arrears before 31st March. So, the fertiliser subsidy will also be provided. Therefore, nobody need worry about either fertiliser subsidy or food subsidy.

            Sir, a question was raised, and quite rightly, about the agricultural insurance. Now, the Scheme was introduced in the year 1999-2000. … (Interruptions)

MR. SPEAKER: This is not the way. Do not reply to this. This is not the way to do it.

SHRI P. CHIDAMBARAM: I cannot answer that.

            This Scheme has been continued year after year, both for Kharif and Rabi. We are now in the final stages of designing a revised Scheme. In fact, the Minister of Agriculture has written to me saying that it could not be finalised before the Budget and that it is before the Planning Commission. But until the new Scheme is finalised, we intend to continue with the current Scheme. This is what I have announced. The current Scheme has many drawbacks. We all know that, and you have mentioned that. However, let me tell you that the current Scheme is heavily subsidised through the Budget. The claims are paid and the subsidy on the premium is also paid by the Central Government. The State Government has a small share in the subsidy. Until we are able to design a better Scheme, let me assure that the NAIS will continue in its present form, but I am confident that we would be able to finalise the new Scheme as early as possible.

            Sir, for agriculture, the largest package in recent years has been announced this year, and the most important is, the matter of credit. Now, Sir, you will remember that a few days before the Budget was presented, there was a question, and we spent a lot of time on that question, about credit to agriculture. There is no gainsaying the fact that after the UPA Government came into office, credit to agriculture has increased manifold. In the first year alone, the growth rate is 44 per cent. It is possible to argue that  the bulk of the credit has always gone to the bigger farmer, the small and marginal farmer is excluded. I realise that. Only 27 per cent of cultivator-households could get institutional credit; even among them, the farmer with a larger holding, perhaps, accesses credit more easily. Therefore, we have now taken a step to ensure that a significant portion of the credit, and I will come back to the House with a policy statement so that credit goes  to farmers who organise themselves as Self-Help Groups, and farmers who organise themselves as Joint Liability Groups. The Joint Liability Groups will be tenant farmers. A farmer who does not own land but who is a tenant farmer, he is being encouraged to form Joint Liability Groups. I will ensure that a substantial portion of the credit goes to such Groups.

But let us not forget the figures; we started with Rs. 86,000 crore. In the first year of this Government we set a target of Rs. 1,05,000 crore; we achieved Rs. 1,25,000 crore. In the second year, we have set a target of Rs. 1,41,000 crore; we will exceed that target by 31st of March. In the third year, we have set a target of Rs. 1,75,000 crore which will be more than double the credit we started with, but we will exceed that Rs. 1,75,000 crore target also. Now, the effort is while we are increasing the flow of credit targeted towards small and marginal farmer, I assure the House that, that is our endeavour and we will reach credit to the farmer.

            Apart from availability of credit, there is the issue of price. So far, conventional wisdom has been that what stands in the flow of credit is the availability and not the price. I have carefully reconsidered the matter. I believe that while availability is a major factor, price is also a key factor. It is after careful consideration, having regard to the bank rate — RBI rate is six per cent — having regard to the repo and reverse repo, which is 5.25 and 6.25, having regard to inflation, having regard to the cost of money to NABARD and to the bank, we have decided to take the unprecedented step, when I say unprecedented, I mean, a step that was not contemplated for six years, of returning to the farmer two percentage points of the interest that he paid for the last Kharif and the last Rabi, and for the next year, ensuring that credit will be available at seven per cent.

I do not think that given today’s economic conditions any Government could have done better. I would appeal to all sections of the House to support the unprecedented step taken by the Government in reaching credit at a price which is affordable to the farmer.

            Sir, if agriculture and all the steps that we have taken for agriculture come together, I expect agriculture to contribute significantly to the GDP growth. And if industry and services continue to maintain their growth rates, we should expect years of high growth for the next few years.

            There was some question about job creation. Unfortunately, I do not have any statistics beyond 2003. They will come later when the NSSO rounds are completed. But let us look at the figures. In March, 1991, the organised sector, public and private, and the services sector together had 267.33 lakhs, In March 1996, this increased to 279 lakhs. In March 1998, this increased to 281 lakhs. So, there has been a secular increase between 1991 and 1998. These are published figures. Between March 1998 and March 2003, there was a decline from 281 lakhs to 270 lakhs.

What is the position after 2003, I am not in a position to say. But all technical literature tells us and all empirical evidence tells us that when growth rates are seven to eight per cent, jobs are created. Rule of thumb is, if the growth rate is eight per cent, approximately 80 lakh jobs are created in all the sectors put together both organised and unorganised, both permanent employment and not so permanent employment. I am confident that when the figures for the period of the UPA Government 2004 to 2006 are compiled a few years later, you will find that job creation has taken place and this number of 270 lakhs has begun to climb. But, we will have to suspend judgement. For the time being all I am pointing out is growth will create jobs. But we are not satisfied.

We are not satisfied with creating jobs through growth. Therefore, this Government in its wisdom has decided to introduce the NREGP. That again is an unprecedented step taken in the current year, a revolutionary Act with a guarantee of employment of one person for household for 100 days in 200 Districts. This may be inadequate in terms of need but certainly an unprecedented and revolutionary step. Let us make this scheme successful this year. Enough money has been provided. If more money is required, money will be provided because there is a legal guarantee. I am bound to obey the law.

In fact, my information is that the Scheme has been really kicked off only in one State, the State of Andhra Pradesh. In other States, they are still compiling data; they are still drawing up the projects; and they are still issuing the cards. But I would urge all State Governments in which the 200 Districts fall to quickly get their act together and get the programme started. There is enough money provided. Once the programme gets going, you will find that the lot of the very poor, the unemployed manual labourer, is improved to some extent so that that family is assured at least Rs.6000 in cash in a year.

            Sir, there is a question about nutrition levels. In fact, there seems to be a disconnect between young India and old India. There is a disconnect between young people who are able to look forward and old people who are looking backward.

MR. SPEAKER: There are some exceptions.

SHRI P. CHIDAMBARAM: Yes, some exceptions. Sir, I am willing to add myself to the old people.

SHRI S. JAIPAL REDDY : There are some young people who are looking backward.

SHRI P. CHIDAMBARAM: What gives me hope and courage is what our young Members of Parliament are doing. They are able to look forward. Three days ago I think, one of the young Members, Mr. Sandeep Dikshit spoke.

            Yesterday, we heard Shri Rahul Gandhi and we heard Shri Deepender Singh Hooda.  I will add my friend, Shri Kharabela Swain – wherever he is sitting – to the young people. He had a positive outlook, at least in the first part of his speech.   That is the attitude you must take.  Why are we saying that nutritional levels have come down?  How can they come down?  Life expectancy has increased.  Many nutritional deficiencies like pellagra, beriberi and scurvy have been completely eliminated.   I said in my speech that we have reached the goal of elimination of leprosy.  We will reach the goal of elimination of polio.  The life expectancy today is 78.  Everybody can take comfort.  If you have reached 60, most likely you would live up to 78.  Nutritional levels have not come down. 

             People look at calorie intake and say calorie intake has come down.  Again, that is not correct. If you look at the income segmented population data, for the lowest 30  per cent of the population, calorie intake in rural India has increased from 1,504 calories in 1972-73 to 1,678 calories in 1993-04.  For urban India, it has increased from 1,579 calories to 1,682 calories in the same period.  I am sure, after 1993-04, in the last 12 years it has further increased.  Average is like saying a man who is only 5 feet 5 inches said that the average depth of the river is only 5 feet.  Therefore, he will step in and when he walks to the middle of the river, he is drowned, of course.  Average is a misleading.  You must look at which segment is consuming more cereals, more food grains.  Some other segments are consuming less than the average and consuming other items.  Even if you look at item-wise, you will find that consumption of cereals and pulses has come down but the consumption of sugar, the consumption of fruit and vegetable especially, consumption of potato and other tubers, consumption of milk and milk products and consumption of meat and fishes  has improved.  So, it is wrong to say that people are consuming less food or less nutritional food. 

          Therefore, the broad philosophy behind  the Budget are expenditure control.  We are betting on growth.  We are lending a helping hand to agriculture.  We are making India a manufacturing hub.  We are allowing services to grow more or less autonomously.  If all sections of the House cooperate, I am sure that the growth story will continue to unfold  year after year as far as we can visualise in the future.

            Sir, a number of questions were raised on individual issues.  I do not know whether it is necessary for me to take time to address each of these issues.  But let me very quickly spend one sentence each on each of the issues so that people do not feel that I have neglected their issues.

           Let me take the Backward Regions Grants Fund.  Last year, although the Fund was set up in terms of projects presented and funds released, we were able to release Rs.1,547 crore   This year, the Backward Regions Grants Fund  has been split into two parts – State component of Rs..1,250 crore  and the District component of Rs.3,750 crore.  I am confident that this year we will receive proposals and projects and we will be able to grant the entire Rs.5,000 crore to the backward regions.  As was mentioned by a speaker, the bulk of this goes to three States, namely, Bihar, Orissa and Uttar Pradesh.

            There was a reference to Khadi and Village industries.  Allocations have been increased year after year.  As against BE 2005-06 Rs.947 crore, the allocation is Rs.1,055 crore.  Each one of the other industries  – Coir industries, Prime Minister’s Rozgar Yojana – have all substantially higher allocations.  Allocations does not mean expenditure on outcomes.  Between allocations and expenditure, there is a gap. Between expenditure and outcome, there is a gap.  When you look at the BE figures, please look at the RE figures.  The RE figures are carefully estimated about what the Department can spend until 31st of March.  Then, from the RE figures,  we make a projection.  All right, next year, you can spend so much. But the most important thing is that the Government must spend. Now, who is not spending? I am sorry to say that States are not spending. … (Interruptions)

MD. SALIM (CALCUTTA  – NORTH EAST): No, no. What are you saying?… (Interruptions)

SHRI P. CHIDAMBARAM: As on day before yesterday, the State Governments’ cash balances were Rs.45,000 crore. The States are today cash rich. Every State has got a cash balance. There is no State with overdraft; there is no State with WMA as of today.… (Interruptions)

MD. SALIM : Most of them wait for 31st March.

SHRI P. CHIDAMBARAM: No, they are not waiting. This is my worry. They have always had a cash balance of about Rs.30,000 crore. In fact, ten days ago, they had a cash balance of Rs.53,000 crore. Right through the year. … (Interruptions) You are wrong my friend. Every State is cash rich; every State must spend. One of the reasons why there is some tightening of liquidity is that States are unable to spend. The system does not have this absorptive capacity to spend in time and reach the target.  I had appealed to the State Finance Ministers; I had appealed to the State Chief Ministers. And I would, therefore, appeal to all sections of the House about this. The money is allocated either through tax devolution or through special grants or raised  through their own tax revenue. All States must spend the money. Unless money is spent, the targets will not be achieved. Unless money is spent, you will not achieve your growth targets either. Today, States have the money and they must spend. The Central Government is taking greater and greater responsibilities on many matters today. We take on the responsibility in the area of primary education, Mid-day Meal Scheme, primary health care, Urban Renewal Mission and even rural roads. I am not saying that we should not take on the responsibility. We have the resources and we are taking on the responsibility. We seem to have larger resources and we are taking larger responsibilities. But what about the States? Every one of these – you are an expert Sir, —  falls under List II of the Constitution. Every one of these items is the primary responsibility of the State Government. Therefore, Members must urge the State Governments to spend more on primary education, to spend more on primary health, spend more on rural roads, drinking water, sanitation and so on. If the States also join and spend wisely and prudently and with proper monitoring, you will find that the rate at which we achieve our target is accelerated.

SHRI P. CHIDAMBARAM: Sir, as I said earlier, the Government is taking greater and greater responsibility in areas, and that is getting reflected in the numbers, in the programmes, in the outlays; and I am sure, when the Outcome Budget is presented, you will find that it is also reflected in the outcome.

            In the health and family welfare sector, after our Government came into office, as a percentage of GDP, only the Central Budgetary allocations, it has moved up from 0.25 to 0.30 of GDP; in the education sector, it has moved up from 0.33 to 0.52 of the GDP. Therefore, clearly, the allocations are getting reflected according to what the NCMP set.  The test is really on: “What was spent?”  And, the further and the final test is: “What is the outcome?”  When I present the Outcome Budget, the Ministries will also present their respective Outcome Budgets, and we will present a consolidated one on the flagship programmes.  Hopefully, by the 17th of March, you will find that these are reflected in the outcome budgets.

PROF. VIJAY KUMAR MALHOTRA : Your NCMP says about six per cent in the education sector.

SHRI P. CHIDAMBARAM: This 6 per cent includes State expenditure also.  I am talking only about the Central Budget.  You must add all the States.  We are only talking about the Central Budget.

            Sir, a point that was not mentioned by anyone, which I want to highlight, is the kind of educational loans we are giving.  Nobody mentioned it.  Not every student has got it.  But look at the impressive strides that have been made.  In 2003-04, 1,53,275 loans were given; and in 2004-05, in the first year of this Government, 2,01,432 loans were given. In 2005-06, only in nine months… (Interruptions)

MR. SPEAKER: Shri Krishnadas, it is not proper.  You cannot go on giving running commentary.  He is replying to a vital discussion on Budget.

SHRI P. CHIDAMBARAM: Shri Krishnadas always looks at the dark side of the picture.  We must be able to see the brighter side of the picture.  More students are getting loans.  More money is being given to them.  In nine months we have given 1,76,000 and this year I am confident we will touch 2,50,000 loans.  Therefore, a large number of young men and women coming from families who could never even aspire to go to a college are getting bank loans today.  That is another commitment that we have made to spreading and democratising education.

            Sir, I do not wish to dwell at much greater length.  Let me just conclude by saying… (Interruptions)

SHRI R.L. JALAPPA (CHIKBALLAPUR): What about reduction of interest on education loan?

SHRI P. CHIDAMBARAM: I will keep in mind the advice give by a person who runs a number of institutions.  I would request him to reduce the tuition fee also.

            Let me just give a snapshot of the major interventions we have made this year.  I am not repeating the old programmes which we had started last year or a year before that.  The major intervention is the National Social Assistance Programme.  From Rs.75 a month we have increased to Rs.200 a month.  We are asking the State Governments to also contribute Rs.200 so that Rs.400 reaches to them.  That is a major intervention.

Kasturba Gandhi Balika Vidyalaya Scheme is a major intervention.  One thousand new residential schools for girls from Scheduled Castes, Scheduled Tribes, OBC and other minority community.

Irrigation is a major intervention.  The grant part of the AIBP is being increased to Rs.2350 crore and I have assured the State Chief Ministers that they should spend the money and I will give them more money.

Credit, I have already said, is an unprecedented intervention that two percentage points will be returned to the farmers for the past kharif and rabi and for the future, seven percent interest  will be charged to the farmers.

In micro-finance we have opened a separate window in NABARD and for rural roads we have opened a separate window with NABARD.

In textiles the Jute Technology Mission has been launched and yesterday the Cabinet has approved setting up of the National Jute Board.

In the food processing industry major interventions have taken place both on the fiscal side and in terms of the budgetary support.  A corpus of Rs.1000 crore has been created in NABARD to finance agro-processing infrastructure and market development.

In small and medium enterprises a major intervention by expanding the role of credit guarantee fund has been taken.  Its corpus has been increased.  The guarantee fee is being reduced and insurance cover is being provided to 30,000 promoter borrowers.

A major intervention is the five ultra mega power projects to make up the lost ground.  Let me make this point.  We lost ground in the last few years.  Let us not minimize it.  We have lost ground.  We have to make up that ground.  So, apart from the on going programmes of NTPC, NHPC, private sector a major initiative has been taken.  Five ultra mega power projects of 4000 megawatt each.  That does not mean that we will stop with five.  If Andhra Pradesh wants a sixth one, surely we will consider that.  But at the moment there are five; two pithead and three coastal of 20,000 megawatt and about Rs.85,000-90,000 crore will be invested.  I assure this House that we will award the contracts by 31st December, 2006.

A major initiative has been taken with regard to coal.  There is no attempt to dilute the role of public sector but today there is a big bottleneck in coal which is affecting power and that is affecting industry.  We must do something about coal.  The approach is that the Coal India and all its subsidiaries, mine as much coal as they want.  We have kept all the coal mines that they require up to 2012 and beyond. There are huge reserves in this country.  We are de-blocking those reserves only to produce captive power for cement, steel and for power plants and I think the whole House must support this move when the Coal Minister comes up with the proposal so that coal is made available; so that power is available, so that industry and services and agriculture prosper.

            Major intervention is being made in the road transport.  I have given these figures.  I know that there are doubts about these figures but I can give you month-wise figures.  I have the figures with me.  I can given you sector-wise figures.  I am willing to give it to anyone who wants it.  I am not getting into numbers but today we are building more kilometres per day than ever before.  That is a fact… (Interruptions)

SHRI P. CHIDAMBARAM: In maritime development, major intervention is being made and 101 projects are under the implementation.

            Finally, in the area of education and research, we are paying special attention.  Last year, we announced that the Indian Institute of Science, Bangalore will be raised to what we want to raise it to – a world class institution.  We gave Rs.100 crore.  I am happy to report that yesterday the Cabinet has approved the proposal.  They have already started spending.  The IISc will become a world class institution with world class faculty and world class programmes.

            Now each year I want to give it to only one because that is all that we can afford to give, although I believe that there are many institutions.  This year we had a choice of agriculture or some other subject.  We decided that since the flavour of the Budget seems to be agriculture, we shall give it to an agricultural university.  This is not to minimise the role played by Hissar Agricultural University or the Agricultural Universities in Coimbatore or Pant Nagar.  All of them are good institutions.  They have the potential to become great but our choice has fallen on the institution which was the pioneer in the Green Revolution – the Punjab Agricultural University.  I am sure that we can make it into  a world class institution.  But we have also recognised three other great  Universities of Kolkata, Mumbai and Chennai and we are going to give them Rs.100 crore – Rs.50 crore in the beginning of the year and Rs.50 crore at the end of the year. 

            A National Innovation Fund is being created.  This is an unprecedented step taken to signal our support that while primary education and secondary education are important, India must have the world class institutions of higher learning.  In months to come, you will find that we will do more to have world class institutions of higher learning.

            With this, I think I should conclude my speech now.  The Budget philosophy has been explained.  We will discuss the Finance Bill later.  I would request the hon. Members to support it.

SHRI P. CHIDAMBARAM:  The allocation for sports for the year 2003-04 was Rs. 415 crores and in 2006-07, the allocation is Rs. 669 crores.  And I am a member of the Commonwealth Games Group of Ministers and I have already committed that whatever is required will be done to make the Commonwealth Games an outstanding success. Like a Congress Government which made the Asian Games a success, we will make the Commonwealth Games also a success.

MR. SPEAKER:  But no special allocation for archery!

MR. SPEAKER:   I shall now put the Supplementary Demands for Grants (General) for 2005-06 to the vote of the House.

The question is:

“That the respective supplementary sums not exceeding the amounts shown in the third column of the Order Paper be granted to the President of India, out of the Consolidated Fund of India, to defray the charges that will come in course of payment during the year ending the 31st of March, 2006, in respect of the heads of Demands entered in the second column thereof against Demand Nos. 1 to 10, 12 to 15, 17 to 22, 24 to 26, 29 to 31, 34, 36, 40, 41, 43, 46 to 51, 53, 54, 56 to 62, 65, 71 to 73, 76, 78, 79, 81 to 88, 90 to 101, 103 and 105.”

MR. SPEAKER: I shall now put the Demands for Excess Grants (General) for 2003-2004 to the vote of the House.

The question is:

“That the respective excess sums not exceeding the amounts shown in the third column of the Order Paper be granted to the President of India, out of the Consolidated Fund of India, to make good the excess on the respective grants during the year ended the 31st day of March, 2004, in respect of the heads of Demands entered in the second column thereof against Demand Nos. 15, 16, 24, 27 and 67. ”
