                      JUDGMENT

Petitioners are prosecuting 5 year L.L.B course in

the Government Law College, Ernakulam. Though they

have completed 2nd and 6th semesters of the course

and had appeared in the examinations along with their

batch mates, they have not cleared all the papers of

the 2nd and 6th semesters. They are now due to appear

for the 10th semester examination. University has

declined to permit them to do so and hence the writ

petition.

2. Mr.Asok M.Cherian, learned counsel for the

petitioners submits that University has collected fees

from the students for centralised valuation of the

answer scripts and had the results published in time,

petitioners would have been in a position to appear for

the 10th semester examination.

University submits that the valuation will be completed

at the earliest, at any rate, within two months from the

date of receipt of a copy of this judgment. But

nevertheless, the petitioners cannot be permitted to

appear for the 10th semester examination without

clearing the 2nd and 6th semester examinations. But, if

the petitioners represent the Vice Chancellor, he shall

take a decision as to whether the petitioners are entitled

to a relaxation of the requirements, by which they will

be eligible to participate in the 10th semester

examination without clearing 2nd and 6th semesters. If

the representation is filed within two weeks from today,

it shall be considered and a decision taken thereon, by

the Vice Chancellor, within three weeks thereafter.

Writ petition is disposed of as above.
