MOTION OF NO-CONFIDENCE IN THE COUNCIL OF MINISTERS
Title: Discussion on the Motion of no-confidence in the Council of Ministers.(Not concluded).
MR. SPEAKER: I have to inform the House that I have received a notice of Motion of No-Confidence in the Counci
The Motion reads as follows:
“That this House expresses its want of confidence in the Council of Ministers.”
Shrimati Sonia Gandhi may please seek the leave of the House.
SHRIMATI SONIA GANDHI (AMETHI): Mr. Speaker, Sir, I seek leave of the House to move the following motion:
“That this House expresses its want of confidence in the Council of Ministers.”
MR. SPEAKER: May I request those Members who are in favour of leave being granted to this Motion to rise in their places.

MR. SPEAKER: As not less than 50 Members have risen in support of the Motion, leave of the House is granted. If the House agrees, the discussion may be taken up immediately.
The House has now granted leave to move the Motion expressing want of Confidence in the Council of Ministers.
Before the discussion commences, I would like to make a few observations.
If the House agrees, the Motion of No-Confidence may be discussed today and tomorrow. Voting may take place at 6.00 p.m. tomorrow. If the House agrees, Lunch Hour may be dispensed with on both the days. The approximate time thus available for discussion is 12 hours. The party-wise time allocation for discussion is as follows:
BJP and other parties represented in the Government — 5 hours 26 minutes; INC– 2 hours 25 minutes; CPI(M) — 45 minutes; TDP– 38 minutes; Samajwadi Party — 36 minutes; BSP – 18 minutes; AIADMK – 15 minutes; AITC– 11 minutes; NCP — 11 minutes; INLD — 7 minutes; J&K NC — 7 minutes; Small Groups having strength of two to four Members combinedly — 40 minutes; Independent and single-Member party — 21 minutes.
Chief Whips and Whips of parties should keep the constraint of time in mind while suggesting names of speakers from their parties.
Hon. Members, you may be aware that the proceedings are being telecast and broadcast live by Doordarshan and All India Radio. Members are requested to conduct themselves in an orderly manner and maintain discipline and decorum in the House.
I may inform the hon. Members that during the live telecast, as per the laid down guidelines, camera will not be focussed on any Member speaking without my permission or creating disorder in the House.

SHRIMATI SONIA GANDHI : Mr. Speaker Sir, I rise to propose this No-Confidence Motion against the BJP-led NDA Government. I do not do so for partisan reasons because parties are not important nor are the numbers of any consequence.

Sir, this Motion is borne out of the deep sense of responsibility towards the people of India. It is borne out of a real concern for the direction that our country is taking. It is borne out of the genuine disquiet over the capricious way in which this Government is conducting the business of governance. There is an inherent danger in this kind of arrogant governance. Sir, it is a danger to the basic tenets of our Constitution, a danger to freedom (Interruptions)
