ORDER
Dr. Ashok Kumar Sarial, the appellant has filed this appeal dated 15.7.2010 before
the Commission against Agricultural Scientist Recruitment Board (ASRB), New Delhi, for
providing incomplete information to his RTI-request dated 18.12.2009, which came up for
hearing on 10.08.2011. The appellant was present in person, whereas the respondents
were represented by Shri Suresh Pal, CPIO and Shri Naresh Kumar Sharma, Section
Officer.
2. The appellant filed RTI-request dated 18.12.2009, seeking information on four
queries pertaining to the interview conducted by ASRB for the post of Officer-in-charge,
Regional Rainfed Lowland Rice Research Station on 12.8.2009. The CPIO vide letter No.
9(30)/09-RI dated 21.1.2009 provided point-wise reply to the appellant.
3. Aggrieved with the reply of CPIO, the appellant filed first-appeal 8.2.2009
contesting on Point No. (ii & iv) of his RTI-request before FAA. The FAA vide letter No.
9(30)/09-RI dated 5.3.2010 replied on Point No. (ii) – Marks awarded to the candidates in
the interview for the said post were provided; Point No. (iv) – The appellant was informed
that the recommendations as well as the proceedings of the Selection Committee were
sent to ICAR as per the prescribed procedure for approval of the Competent Authority. As
regards the names of the Members of the Selection Committee, the appellant was

informed that Members have fiduciary relationship with the Board and, therefore, cannot
be provided u/s 8(1) (e & g) of the RTI Act.
4. After hearing the parties and on perusal of the relevant documents, the
Commission observes that requisite information permissible under the RTI Act has been
provided by the respondent to the appellant. However, the CPIO is hereby directed to
provide authenticated copies of documents pertaining to Point No. (i) and (ii) to the
appellant within one week of the receipt of this order.
The matter is disposed of with the above direction.
