Background
1. The Applicant filed an RTI application dated 27.3.08 with the CPIO, M/o
Health & Family Welfare. He requested for information against 15 points with
regard to the research project entitled ‘Impact of National Population Policy in
North Eastern district of Bihar’ sanctioned by National Commission on
Population to Lal Bahadur Shastri Institute of Rural Management & Rural
Development, Patna. The CPIO replied on 6.5.08 furnishing point wise
information. Not satisfied with the reply, the Applicant filed a complaint
dt.27.12.08 before the CIC.
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the
hearing for April 1, 2009.
3. Dr. V.M. Aggarwal, Asstt. Commissioner & PIO, Mr. Jitender Malik and Mr.
R.R. Singh, Desk Officer represented the Public Authority.
4. The Applicant was not present during the hearing.
Decision
5. The Respondent submitted that the National Commission on Population which
received the RTI request forwarded the same to the NGO Division of the Min.
of Health & F.W. on 21.4.08. Point wise Information against his request was
provided by the CPIO on 6.5.08. On 14.6.08 the Appellant sent another letter
to the Appellate Authority regarding grants in aid to Lal Bahadur Institute of
Rural Management and Rural Development, Patna which was received by the
NGO Division on 30.6.08 and the information was provided on 7.8.08.
Meanwhile, another letter from the Appellant dated 16.4.08 was received by
the NCP and forwarded to the NGO Division on 15.7.08 for furnishing part
information which the NGO division provided on 7.8.08. However, in his
second appeal dt.27.12.08 the Appellant complained of not having received
any response to his first appeal dated 14.6.08.
6. The Commission accordingly directs the CPIO to provide one set of all the
communication to the Complainant including the Appellate Authority’s reply to
the appeal dated 14.6.08, as sought by the Complainant, within 15 days of
the receipt of this Order.
