Heard today dated 02.06.2011. Appellant present. The Public Authority
is represented by Shri Dharamvir Singh, Scientist ‘D'(APIO) and Shri Sathya
Narayan, Scientist ‘F’. They are heard and the records perused.
2. It transpires that the appellant is the brother of Shri B.D. Shankhayan, a
serving employee of the Department. The appellant had requested for some
personal details of his brother. Some information was provided vide CPIO’s
letter dated 28.05.2010. The appellant wishes to have the finger prints and
specimen signatures of his brother available in the service book. The CPIO has
refused to disclose this information under section 8(1)(j) of the RTI Act.
3. It is to be noted that personal information can be disclosed only in the
larger public interest and the appellant has not discharged this burden by
establishing any such larger public interest. In the premises, we find no infirmity
in the decision of the CPIO. The appeal is, therefore, dismissed.
