Background
1. The Applicant filed his RTI Request on 16.07.2009, with the PIO N.W Railway, Bikaner. The PIO
replied on 06.08.2009 stating that the Applicant has not asked for any specific documentary
information nor it is clear what exactly he is seeking. Hence, it is not possible to provide any
information. The Applicant filed his First Appeal on 18.08.2009 seeking the information (not legible)
once again.The Appellate Authority replied on 05.10.2009 enclosing the reply provided by the DPO
dated 30.09.2009 in which the DPO reiterated the contention of the PIO that it is not clear what the
Applicant is seeking. Being aggrieved with this reply the Applicant filed his Second Appeal before the
Commission on 08.10.2009.
2. The Bench of Mrs. Annapurna Dixit, Information Commissioner, scheduled the hearing for April 19,
2010.
3. Mr. S.R. Meena, AEE, Mr. H.S. Prajapati, Sr. DPO, Mr. G.N. Sharma, Sr. DOM, Mr. V. K. Sharma,
RTI Cell Inspector represented the Public Authority.
4. The Applicant was not present during the hearing.
Decision
5. The Respondents submitted that they are unable to comprehend what exactly the Appellant is
seeking. The Commission on perusal of the RTI application agrees with the PIO and the Appellate
Authority, and holds that it is indeed not clear what information the Appellant is seeking. The
Commission hence directs the Appellant to inform the Respondents within 5 days of the receipt of this
to seek specific information as defined in the RTI Act and the PIO to provide the information within
15 days of receipt of the details.
6. The appeal is accordingly disposed of.
