                                          ORDER

Dr. T. D.Vella, the appellant has filed this appeal dated 11.4.2011 before the State
Information Commission of Uttrakhand, Dehradun against the Bharat Heavy Electricals
Ltd. (BHEL), Haridwar for not providing information to his RTI-request dated 27.10.2010.
As the subject matter was related to the Central Government Department, the State
Information Commission have forwarded this appeal before this Commission vide letter
dated 27.4.2011. The matter came up for hearing on 24.10.2011. The appellant was
absent, whereas the respondents were represented by Shri S. Satish Rao, AGM, Shri K.K.
Chandan, Sr. Manager & CPIO, Ms. Shilpi Sikka, Executive (Law) and Ms. Shreysi Singh,
Executive (Law).

2. The appellant filed RTI-request dated 27.10.2010 seeking information on seven
queries relating to allotment of accommodation to BHEL employees and security
personnel. The CPIO vide letter No. HW:CPIO:10 dated 3.11.2010 returned the IPO which
was wrongly endorsed with the advice to address the IPO in the name of Accounts Officer,
BHEL, Haridwar.

3. Aggrieved by reply from CPIO, the appellant preferred first-appeal on 4.12.2010
before FAA. The FAA vide order No. RTT/22/2010 dated 25.1.2011 upheld the reply of
CPIO with the observation that CPIO has assisted the appellant by suggesting him the
proper course of action to seek the information.

4. Subsequently the appellant vide letter dated 9.11.2010 submitted another IPO in
favour of Accounts Officer, BHEL, Haridwar to the CPIO. The CPIO vide letter No.
HW:CPIO:100267 dated 26.11.2010 provided point-wise information to the appellant.

5. Having heard the respondent and perused the documents in file, the Commission
is of the considered view that requisite information permissible under the RTI Act has been
provided to the appellant.

The matter is accordingly disposed of at Commission’s end.
