Mr.
Pranav Dave, learned A.G.P. accepts and waives notice. No notice
need be issued on respondent no.1. A copy of paper book be served
on him by tomorrow, i.e. 9th August 2011. Notice on rest of the
respondents. Apart from court notice direct service is permitted.
The
Vice Chancellor of Saurashtra University, Rajkot, is directed to
state as to whether the direction given by Her Excellency the
Chancellor, as communicated by letter dated 21st April 2011 issued
from the Office of the Secretary to Her Excellency the Governor of
Gujarat, Gandhinagar, was complied or not. In case the same has not
been complied, the Vice Chancellor should explain the reason for
non-compliance. The 3rd respondent is also directed to explain as to
why his appointment made as Director of Technical Education be not
set aside for the grounds shown in the writ petition.
Let
a copy of this order be handed over to the learned A.G.P. for
information to the Vice Chancellor, Saurashtra University. Let the
matter be listed on 17th August 2011 within ten cases.
